In fact, this measure is not only targeted at double-decker sleeper cars from other provinces. As far as I know, all passenger buses with more than 7 seats inside and outside the province are not allowed on the expressway from 8 pm to 6 am the next morning.

In the first half of 2011, 6,103 safety accidents occurred in Shanxi Province, resulting in 1,096 deaths. Among them, there were 2,889 road traffic safety accidents, resulting in 980 deaths. The road traffic safety situation in Linfen, Jinzhong and Xinzhou cities is severe. There were 1,409 accidents on national and provincial highways, resulting in 627 deaths, accounting for 64% of the total deaths. Since July, four road traffic accidents have occurred in succession across the country, killing more than five people. On July 4, a major accident occurred in Hubei, which killed 23 people and injured 29 people.
