Chapter I General Provisions Article 1 In order to strengthen the management of urban public transport, standardize the market order of urban public transport, protect the legitimate rights and interests of passengers, urban public transport operators and employees, and promote the development of urban public transport, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of this province. Article 2 These Regulations shall apply to the planning, construction, operation, riding and management of urban public passenger transport within the administrative area of this province. Article 3 The term "urban bus passenger transport" as mentioned in these Regulations includes urban bus passenger transport and taxi passenger transport.

Urban bus and tram passenger transport refers to the business activities of providing passenger transport services to the public in accordance with the prescribed routes, stations, times and prices in the city.

Taxi passenger transport includes cruise taxi passenger transport and online booking taxi passenger transport. Cruise taxi passenger transport refers to the business activities that can cruise on the road to attract passengers, wait for passengers at the station, spray and install taxi signs, provide travel services and driving services for passengers with seven seats or less, exercise according to the wishes of passengers, and charge according to mileage and time; Internet booking taxi passenger transport refers to the business activities that rely on Internet technology, build a service platform, integrate supply and demand information, use qualified vehicles and drivers, and provide non-cruise booking taxi service. Article 4 The competent department of urban public passenger transport of provinces, cities and counties (cities) shall be responsible for guiding and supervising the management of urban public passenger transport within their respective administrative areas, and the institutions that undertake the functions of urban public passenger transport shall be responsible for specific management.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the management of urban public transport. Fifth city bus passenger transport has the nature of public welfare. The urban people's government should give priority to the development of urban bus and tram passenger transport in terms of fiscal budget, fiscal and taxation policies, funding arrangements, land security, facilities construction and traffic management, establish the main position of urban bus and tram passenger transport in urban bus and tram passenger transport, and provide the public with safe, reliable, convenient, fast, economical, comfortable, energy-saving and environmentally-friendly bus and tram passenger transport services.

Taxi passenger transport is an important part of urban public passenger transport, and the urban people's government should promote the coordinated development of taxi passenger transport and other passenger transport modes according to relevant regulations. Sixth city people's government should encourage and guide the city public passenger transport to gradually implement large-scale and intensive management; Encourage the use of energy-saving and environment-friendly vehicles and advanced technologies to improve the service capacity of the public passenger transport industry. The competent department of urban public passenger transport shall formulate the service standard of urban public passenger transport and improve the service quality of the industry. Article 7 Units and individuals that have made outstanding contributions to urban public transport shall be rewarded by the urban people's government. Chapter II Planning and Construction Article 8 The people's government of a city shall, according to the needs of local economic construction, social development and people's life, formulate special plans for urban bus and tram passenger transport and taxi passenger transport, and promulgate and implement them. Special planning shall conform to the special planning of urban comprehensive transportation system.

The special planning of urban bus and tram passenger transport shall determine the development objectives, scale, priority development policies and measures, docking with other modes of transportation, passenger transport facilities, lines and site layout, etc. Taxi passenger special planning should determine the number of taxis, vehicle structure configuration, service sites, scientific and technological facilities and equipment construction. The specific content is determined by the competent department of passenger transport in the provincial cities. Article 9 The people's government of a city shall determine the land for public passenger transport facilities in relevant cities in urban planning, and no unit or individual may change its use without authorization. Article 10 When developing new areas, transforming old cities and building large public facilities such as airports, railway stations, long-distance bus stations, large commercial outlets, cultural stadiums (gymnasiums) and parks, the people's government of a city shall organize the construction of corresponding urban public passenger transport facilities, and design, construct, complete and put into use at the same time as the main project. Eleventh city people's government shall organize the construction of the following urban public passenger transport facilities:

(1) Parking lot (station) and dispatching room (pavilion);

(2) Platform facilities (including platforms, bus shelters, poles and stop signs);

(3) Vehicle tracks, isolation guardrails and power supply facilities. Twelfth city public passenger transport facilities by the city people's government unified organization and management.

It is forbidden to move, dismantle or occupy urban public passenger transport facilities without authorization. If it is really necessary to move, dismantle or occupy due to engineering construction and other reasons, the construction unit shall go through the formalities and make compensation in accordance with the relevant provisions of municipal public facilities. Article 13 The people's government of a city shall, according to the actual conditions of urban roads, set up bus and tram lanes and traffic signal systems with priority. Chapter III Urban Bus and Tram Passenger Transport Article 14 The setting of urban bus and tram lines and stations shall be determined by the competent department of urban bus and tram passenger transport in conjunction with the public security and construction departments in accordance with the special planning of urban bus and tram passenger transport, following the principles of convenient travel for residents, convenient transfer and reasonable layout, and after extensive consultation with the public. Fifteenth city bus stop signs are uniformly named by the city bus management agencies for roads, landmark buildings (structures), public facilities, cultural relics, important organs or enterprises and institutions.

City bus stops should be set up in accordance with national standards. The stop sign shall indicate the name of the line, the time of the first and last bus, the name of the station and the stops along the way.
