(1) historical evolution

The construction of Huaihai Comprehensive Logistics Park originated from Huaihai Food City in China. China Huaihai Food City/KLOC-0 was approved at the end of 998. The first phase of the project started in April of 1999 and was completed in October of 2000, with a total investment of1600 million yuan.

At the beginning of 2006, according to the 11th Five-Year Plan of Xuzhou's service industry development and the transformation and development plan of Huaihai Food City, it was proposed to build Huaihai Comprehensive Logistics Park on the basis of Huaihai Food City, covering an area of 3.6 square kilometers, focusing on introducing third-party logistics enterprises and developing modern logistics industry, so as to provide support and services for the development of logistics industry in Huaihai Economic Zone.

(2) The location of the park

The park is located in the southeast of Xuzhou, next to Sanhuan East Road and National Road 104, and close to Xuzhou New District, the future political and economic center of Xuzhou. It is an important hub connecting the old and new urban areas of Xuzhou. In the process of building Xuzhou metropolitan area and Jiangsu mega-city, Huaihai comprehensive logistics park has become the focus of Xuzhou's strategic deployment of "expanding eastward and expanding southward" with its unique advantages in location, resources and ecological environment. As the entrance and symbolic area from the old city to the new city, its grand building scale, advanced development concept, profound cultural heritage and superior location advantages have ushered in brand-new development opportunities and broad development space.

(III) Operating conditions

After attracting investment, project construction and resource integration, Huaihai Comprehensive Logistics Park has broken through the original functional orientation of Huaihai Food City to produce and operate food, and turned to diversified operations such as food, medicine, home, automobile and motorcycle, footwear, exhibition, electromechanical, catering and entertainment, warehousing and processing, with an operating area of 650,000 square meters. Dong Run Pharmaceutical Logistics Co., Ltd., Qianjiang Vehicle Storage and Distribution Center, Weiwei Dairy Distribution Center, Huaihai Shoe Wholesale Market, China Railway Logistics, Mingda Logistics, FAW Langchi Xuzhou Sales Center, Dong Run Haihang Mazda Automobile 4S Store, Shanghai Buick Automobile 4S Store, Dongfeng Peugeot Automobile 4S Store, Beijing Hyundai Automobile 4S Store, Global Furniture Supermarket and more than 2,000 individual industrial and commercial households have successively settled in the park, initially forming food, medicine and home. Among them, Dong Run automobile sales and parts distribution, Dong Run medicine, Huaihai shoes, Tianzheng automobile industry, Tianlong market and other leading enterprises continue to grow and develop.

(D) Existing problems and deficiencies

Huaihai Comprehensive Logistics Park was rebuilt on the basis of the original Huaihai Food City. Due to historical reasons such as the original design orientation, the development orientation of modern logistics industry and administrative divisions, there are many problems and deficiencies in the operation and development of logistics parks, which can be summarized as follows:

1, lacking logistics infrastructure such as large parking lots, storage centers and loading centers. Logistics operators are scattered and it is difficult to centralize management.

2. The property rights of various markets in the park are scattered, and some markets are divided and lack of land certificates and real estate licenses, making it difficult to start the overall operation.

3. The logistics operators in the park are all small and medium-sized logistics operators, most of whom are in the initial stage and need the support of standardized management policies. The scale and grade of the park are still not high, and it needs to be further expanded and upgraded.

4. The construction of logistics information public service platform needs to be further improved.
