Article 2 These Measures shall apply to the activities such as source reduction, classified delivery, classified collection, classified transportation, classified treatment, supervision and management of domestic waste within the administrative area of this Municipality. Article 3 The term "domestic waste" as mentioned in these Measures refers to the solid waste generated in daily life or activities providing services for daily life, and the solid waste regarded as domestic waste according to laws and administrative regulations. Article 4 The classified management of domestic waste in this Municipality follows the principles of government-led, overall planning of departments, territorial division of labor, participation of the whole people and coordinated promotion, and promotes the reduction, recycling and harmless management of domestic waste.

Article 5 The Municipal People's Government shall incorporate the classified management of domestic waste into the national economic and social development planning system, strengthen the organization and leadership of the classified management of domestic waste, and coordinate and handle major issues in the classified management of domestic waste in this Municipality; Assess and evaluate the completion of the target of domestic waste source reduction and domestic waste classification management, the measures and effectiveness of domestic waste classification management, publish the assessment results regularly, and implement incentives and constraints.

Article 6 The relevant functional departments of the municipal government shall be responsible for the classified management of domestic waste according to the following division of labor:

(1) The municipal urban management and law enforcement departments are the competent departments in charge of the classified management of domestic waste in this Municipality, responsible for coordinating, supervising and guiding the classified management of domestic waste in the whole city, and establishing and organizing the implementation of the law enforcement linkage mechanism for the classified management of domestic waste;

(2) The municipal competent department of ecological environment is responsible for supervising and guiding the transportation, storage and treatment of domestic waste in harmful waste, and supervising and managing the prevention and control of environmental pollution of domestic waste management related facilities;

(3) The municipal housing and urban-rural construction department is responsible for the bidding, quality and safety supervision of the construction project of domestic waste treatment facilities, and assists in urging the property service enterprises to carry out the related work of domestic waste classification management;

(4) The municipal natural resources department is responsible for the construction land and planning and management of facilities related to domestic waste classification management;

(5) The municipal commerce department is responsible for the construction of renewable resources recycling network system, and guides the town people's government (management committee, street office) to carry out the collection, transportation, storage and treatment of recyclable materials;

(6) The municipal development and reform department is responsible for the examination, approval and filing of facilities construction projects related to domestic waste classification management, participating in the establishment and improvement of the charging system for domestic waste treatment in our city, and incorporating the related contents of domestic waste classification management into the national economic and social development planning system;

(7) The municipal education and physical education department is responsible for coordinating and guiding schools and kindergartens to carry out popular science education activities on domestic waste classification, and incorporating relevant knowledge on source reduction and classification management of domestic waste into teaching content and social practice;

(8) The municipal agricultural and rural authorities shall guide and promote the source reduction and classified management of rural domestic waste under the unified municipal domestic waste classification management system.

municipal departments in charge of finance, public security, health, market supervision, culture, radio, film and television tourism should do a good job in the classified management of domestic waste within their respective responsibilities. Chapter II Classified Management Article 7 Domestic garbage can be classified into recyclables, kitchen waste, harmful waste and other garbage according to the following criteria:

(1) Recyclable refers to domestic garbage suitable for recycling, including: paper, plastic, metal, glass, fabric, electrical and electronic products, etc.

(2) Kitchen waste refers to perishable domestic waste containing organic matter, including household kitchen waste, kitchen waste and other kitchen waste;

(3) harmful waste refers to the domestic hazardous wastes listed in the National Hazardous Waste List, including lamps, batteries and household chemicals;

(4) Other garbage refers to domestic garbage other than recyclables, kitchen waste and harmful waste.

if the national and provincial standards for domestic waste classification are adjusted, the provisions shall prevail.
