Provisions of Chongqing Municipality on Road Traffic Management

Chapter I General Provisions Article 1 These Provisions are formulated in accordance with the Regulations of the People's Republic of China on Road Traffic Management (hereinafter referred to as the "Road Regulations") and combined with the actual situation of this Municipality in order to strengthen road traffic management, maintain traffic order and ensure traffic safety and smoothness. Article 2 The vehicles mentioned in these Provisions include wheeled agricultural transport vehicles, carriages towed by motor vehicles, and wheeled special machines and tools, in addition to the scope of vehicles specified in Article 3 of the Road. Third city and district, city and county public security organs are the competent authorities of road traffic safety. City and district, city and county public security traffic management departments shall be responsible for organizing the implementation of the Measures and these Provisions according to their functions and powers. Article 4 All participants in vehicles, pedestrians and road traffic-related activities in this Municipality, including party and government organs, troops stationed in Chongqing (including armed police), enterprises and institutions, social organizations and other organizations, must abide by the "Regulations on Road Traffic" and these Provisions, accept the command of the traffic police and conduct traffic safety inspections, and shall not hinder the traffic police from performing their duties according to law. Article 5 Anyone has the right to dissuade, accuse and report acts that violate the Highway Regulations. Chapter II Traffic Signals, Signs and Marking Article 6 The types of traffic signals include command flag signals in addition to those prescribed by road laws and regulations. Seventh traffic signs are mainly used for:

(1) Vehicle entrances and exits of important organs and units;

(2) Traffic guard motorcade;

(3) Military and police vehicles performing emergency tasks;

(4) Vehicles transporting oversized and dangerous goods. Article 8 Traffic command sign signals:

When the red flag is displayed: vehicles are forbidden to pass, and the approaching vehicles stop to avoid.

When the green flag is displayed: vehicles are not allowed to pass. Article 9 townships (towns) and units shall set up traffic signs, marking lines and other traffic safety facilities that meet the national standards for self-built roads, parking lots, car washes, docks and ferries that are open to the public.

The main road entrances and exits connected by the unit shall be equipped with corresponding signs and facilities in accordance with the unified requirements of the public security traffic management department. Chapter III Vehicles Article 10 The naturalization, transfer registration, transfer of ownership, alteration, modification, color change, scrapping and renewal of a motor vehicle shall go through the formalities in the vehicle management department of the public security organ within the prescribed time limit in accordance with the regulations on motor vehicle management. Article 11 If a motor vehicle without a formal license plate or driving license needs to run, it must apply to the vehicle management department of the Public Security Bureau, and after passing the inspection, it will be issued with a driving license and a temporary license plate, and then run according to the prescribed route.

Coach car driving on the road, you must apply for a coach car number plate.

A trailer must apply for a trailer number plate. Article 12 Vehicles and taxis of foreign-invested enterprises shall use special number plates. Thirteenth motor vehicle license plate installation, must comply with the following provisions:

(a) the official number plate shall be installed in the design position or in the middle or right of the front end of the car body and in the middle or left of the rear end;

(two) temporary license plate, mobile card, should be posted in the upper right corner of the cab windshield, no cab shall be carried;

(three) the trailer number plate should be installed in the middle or left side of the rear end of the car body. Fourteenth units, individual industrial and commercial households and private vehicles are not allowed to call each other and apply for license plates and driving licenses.

Non-public security, armed police and military vehicles shall not use the special number plates and driving licenses of public security, armed police and military. Article 15 The doors on both sides of a motor vehicle shall be spray-printed with the name and self number of the unit to which the vehicle belongs (unless there are special provisions), passenger and freight transport vehicles shall also be spray-printed with the carrying mass (kg, number of people) on both sides of the carriage, and the tail door of a freight motor vehicle shall also be spray-printed with an enlarged number plate.

Rental cars should be equipped with specific rental decorative ceiling lights. Sixteenth motor vehicles (except motorcycles) must be equipped with fire fighting equipment and warning signs for faulty vehicles. The coach car must be equipped with an auxiliary brake. Seventeenth vehicle management departments of public security organs to implement vehicle safety technical supervision and management of vehicle manufacturing, modification and maintenance enterprises in this city.

The modification, assembly or new product development of motor vehicles must be reported to the vehicle management department of the public security organ and subject to the technical inspection of operation safety. With the consent of the vehicle management department of the public security organ, enterprises with safety technical inspection conditions can conduct self-inspection according to regulations and accept the supervision of the vehicle management department of the public security organ. Eighteenth motor vehicles running on the road, must adapt to the requirements of environmental hygiene, keep the body clean and tidy. Nineteenth motor vehicle exhaust and noise emissions must meet the national technical standards before driving on the road. Twentieth motor vehicles on the road test must comply with the following provisions:

(1) Driving according to the time, road and mode specified by the vehicle management department of the public security organ;

(two) are not allowed to carry personnel and articles unrelated to the test run;

(three) shall not interfere with other vehicles;

(4) The examination number plate must be hung. Twenty-first when a motor vehicle is towed, no one can ride it except the driver.

Three-wheeled motorcycles can only be towed by similar vehicles. Twenty-second vehicle contracting, leasing, both parties should hold the contract, leasing and related documents, to the local public security traffic management department for safety management registration. Twenty-third foreign motor vehicles and drivers who have been operating in this city for more than 30 consecutive days must go through the safety management registration procedures at the public security traffic management department of the permanent residence.
