Changsha Vocational and Technical College is a full-time higher vocational college organized by Changsha Municipal People's Government and headed by Hunan Provincial Department of Education. The school's predecessor was Liuyang Government Normal School, which was founded in 1902. It has experienced the development stages of Liuyang Normal School and Liuyang Normal School in Hunan Province. In 2003, it was upgraded to Changsha Vocational College of Special Education. In June 2005, Changsha No.2 Mechanical Technician School was merged into Changsha Vocational College of Special Education. In 2006, it was renamed Changsha Vocational and Technical College. On June 5438- 10, 2007, Changsha Automobile Driving and Maintenance Vocational Secondary School was merged into Changsha Vocational and Technical College. In March 2009, Changsha Leifeng Vocational Secondary School was merged into Changsha Vocational and Technical College.
