The ship was originally designed as an Arctic multi-purpose transport ship with strong ice-breaking ability. The hull made of E-grade steel plate will not be denatured even in the cold climate of MINUS 40 degrees Celsius. There are marine physics, marine chemistry, biology, meteorology and cleaning laboratories on board, covering an area of 200 square meters. It is also equipped with international advanced marine survey instruments and equipment such as CTD automatic water sampling system (measuring seawater temperature, depth and salinity), ADCP (profile current meter), high-resolution satellite cloud image system and EK5O0 scientific sonar system. A fish detector which can be used to explore krill and other polar aquatic animals was installed in the newly-built hydrological data collection room. A Doppler current meter that can measure the velocity and direction of seawater when sailing; In addition, scientific research facilities such as atmospheric sampling room, data processing center, sample room and telescopic crane have been built. Two sets of automatic collision avoidance radars with advanced level in 1990s are installed in the cab, which can measure the course and speed of the opposite ship or iceberg in time, and prompt how to avoid it correctly. The meteorological center set on board can receive meteorological data such as polar satellite cloud images in time, which provides safety guarantee for ships sailing in extremely harsh and changeable polar waters. Maritime aviation technical equipment can be used to park two Ka-32 helicopters. The landing platform is arranged on the center line of the poop deck, and helicopters can take off, land and park day and night. The navigation radar station equipped on the ship can monitor the take-off of the aircraft to ensure flight safety. In addition, swimming pools, gyms, libraries, karaoke rooms, medical rooms, operating rooms, laboratories and other entertainment, sports and health care facilities are readily available, providing a suitable living and working environment for boat people. After modification, the carrying capacity of the ship has increased from 55 to 78, and now it has increased to 130.
