On July 27th, Nanchang Urban Management Committee issued "Administrative Regulations on Promoting * * * to Enjoy Standardized Bicycle Parking (Trial)" (hereinafter referred to as "Regulations"), which took effect on August 1 day.

The "Regulations" propose that operating enterprises should reasonably equip offline service teams at a ratio of not less than three thousandths of the number of vehicles put in. For parking spots in important locations, personnel should be on duty, and vehicle dispatching, parking and maintenance management should be strengthened to ensure the reasonable distribution of vehicles, prevent congestion, and maintain traffic order and city appearance and environment.

According to the regulations, the bicycle parking area in Nanchang is set in a unified style, and parking lines and non-motor vehicle signs are used for marking. The parking line is marked with a white line, which is different from the motor vehicle parking space. * * * Bicycle logo style adopts white bicycle pattern and "P" stop sign, which is drawn with hot melt materials.

Without permission, no unit or individual may designate parking spaces and set up parking signs without authorization. Vehicles should be parked in designated non-motor vehicle parking areas in order.

If there is no designated non-motor vehicle parking area, it can be parked in combination with the existing parking facilities of road hatchbacks or public parking lots.

* * * Bicycle enjoyment enterprises should gradually set up intelligent recommended parking spots under the guidance of urban management law enforcement departments, using electronic fences and other technologies, and guide users to park bicycles at intelligent recommended parking spots through rewards and punishments such as big data, red-envelope cars and credit points.

* * * Operating enterprises in bike-sharing should set up intelligent recommended parking spots reasonably according to the scale of vehicles put in, and realize fixed-point parking on 20 18.

According to the Regulations, the Digital Urban Management Supervision and Command Center shall notify bicycle operators to rectify themselves within a specified time (30 minutes in donghu district, Xihu District, qingyunpu district, Qingshan Lake District and Honggutan New District, and 60 minutes in Development Zone, Hi-tech Zone and Wanli District) for illegal bicycle parking discovered by inspections, digital collection and public reports.

Overdue rectification, notify the urban management law enforcement agencies to drag it away, and be punished according to the relevant provisions.
