Article 2 Organs, organizations, enterprises and institutions, urban and rural grass-roots mass autonomous organizations (hereinafter referred to as units) and citizens within the administrative area of this Municipality shall, in accordance with these Provisions, consciously perform their duties and obligations of supporting the army and being superior to their subordinates.

Article 3 The municipal and district (city) county leading groups for supporting the army, supporting the government and loving the people (hereinafter referred to as "double support") are responsible for organizing and leading the work of double support. Article 4 All units shall formulate plans, measures and systems for supporting the army and its dependents, and incorporate the work of supporting the army and its dependents into the target management during the leadership term as an important content of assessing cadres' political achievements and selecting advanced ones.

Article 5 All units shall take supporting the army and giving preferential treatment to their families as an important part of national defense education. Destruction of military facilities, theft, looting of military supplies or making trouble in the camp, shall be punished by the public security organs in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security; If a crime is constituted, criminal responsibility shall be investigated according to law.
