Article 1 In order to inherit and carry forward the glorious tradition of supporting the army and giving preferential treatment to its dependents, promote the socialization and standardization of supporting the army and supporting the army building, and safeguard the legitimate rights and interests of soldiers and special care recipients, these Provisions are formulated in accordance with the provisions of the Military Service Law of People's Republic of China (PRC), the National Defense Law of People's Republic of China (PRC), the Regulations of the State Council on Pension and Preferential Treatment for Soldiers and other relevant laws and regulations, and combined with the actual situation in Chengdu.

Article 2 Organs, organizations, enterprises and institutions, urban and rural grass-roots mass autonomous organizations (hereinafter referred to as units) and citizens within the administrative area of this Municipality shall, in accordance with these Provisions, consciously perform their duties and obligations of supporting the army and being superior to their subordinates.

Article 3 The municipal and district (city) county leading groups for supporting the army, supporting the government and loving the people (hereinafter referred to as "double support") are responsible for organizing and leading the work of double support. City and district (city) county double support work leading group office is the daily office of the double support work leading group, specifically responsible for the organization, guidance, coordination, supervision and inspection of the local yongjunyoushu work.

Article 4 All units shall formulate plans, measures and systems for supporting the army and its dependents, and incorporate the work of supporting the army and its dependents into the target management during the leadership term as an important content of assessing cadres' political achievements and selecting advanced ones.

Article 5 All units shall take supporting the army and giving preferential treatment to their families as an important part of national defense education. Education, culture and news organizations should strengthen the publicity and education of supporting the army, enhance the national defense awareness and sense of responsibility of supporting the army, establish the concept that supporting the army is everyone's responsibility, and form a good social trend of patriotism and supporting the army.

Sixth, we will extensively carry out the activities of creating model cities (counties and districts) and striving for advanced units and individuals.

Conditional units should pair up with the local garrison to carry out joint military-civilian activities.

Article 7 When there is a contradiction and dispute between the army and the local government, the local government should follow the principle of "unity-consultation-unity" and take the initiative to negotiate with the army to solve it; For major military-civilian disputes, the main leaders should personally come forward, coordinate in time, properly handle them, and shall not report them at will.

Article 8 The relevant departments of the municipal and district (city) county people's governments shall actively help the local garrison to develop sideline production, support the "vegetable basket project" and give strong support in land, capital, technology and manpower. Conditional should establish a "vegetable distribution center", and give preferential prices.

Article 9 It is strictly forbidden for any unit to apportion expenses to troops in any name. Without the consent of the municipal and district (city) county leading group office, each unit shall not assign tasks to the troops.

Tenth units should conscientiously implement the provisions of the conscription work, strictly control the quality, and deliver qualified and high-quality soldiers for the army.

Eleventh district (city) county people's government should be combined with the actual situation in the region, in the local busy areas, traffic arteries and other prominent positions to set up long-term double support signs.

Twelfth city and district (city) county people's government departments should take effective measures to protect military facilities and safeguard the legitimate rights and interests of soldiers. Destruction of military facilities, theft, looting of military supplies or making trouble in the camp, shall be punished by the public security organs in accordance with the Regulations of the People's Republic of China on Administrative Penalties for Public Security; If a crime is constituted, criminal responsibility shall be investigated according to law.

Thirteenth military vehicles parked in parking lots (spots), highways and urban roads, free of parking fees and tolls.

Fourteenth soldiers visiting memorial halls, revolutionary sites, martyrs' cemeteries, parks and scenic spots are free to buy tickets with their valid identity documents.

Fifteenth airports, railway stations, long-distance bus stations, hospitals and other window industries should set up military service windows to ensure that active servicemen and disabled revolutionary servicemen have priority in purchasing tickets, taking buses and seeing doctors.

Article 18 The municipal, district (city) and county personnel administrative departments and relevant units shall give appropriate care to demobilized cadres who have worked in frontier defense, islands, plateaus, deserts and other hard areas for a long time, engaged in flying and naval work, and won second-class merit or above.

When recruiting civil servants by state organs, the personnel administrative department shall give priority to non-commissioned officers and veterans who apply for transfer to other jobs under the same conditions.

Nineteenth actively do a good job in the development and use of dual-use talents for veterans, and the development utilization rate should reach more than 75%; Employers should give priority to veterans when recruiting personnel from rural areas under the same conditions.

Article 29 The units or individuals that have made remarkable achievements in yongjunyoushu work shall be commended and rewarded by the municipal and district (city) county people's governments or the "double support" work leading group.

Article 32 These Provisions shall come into force as of the date of promulgation. The district (city) and county people's governments shall, in accordance with these Provisions and in light of local conditions, formulate specific implementation measures and report them to the Legislative Affairs Bureau of the Municipal People's Government and the Office of the Leading Group for Double Support Work for the record.
