Special education is the abbreviation of "special needs education", including but not equal to education for the disabled. Its education targets include the following categories of school-age children and adolescents: hearing impairment (including hard of hearing), speech impairment (including stuttering), visual impairment (including low vision), mental retardation, cerebral palsy, autism (autism), Down syndrome, Lou Gehrig's disease, emotional and behavioral disorders, learning disabilities, communication disorders, and comprehensive disorders. Because children with mild disabilities are generally receiving compulsory education, the dropout rate of children with moderate, severe and comprehensive disabilities is high, and the government attaches great importance to the education of these people, which may easily lead the government and all sectors of society to mistakenly think that special education is education for the disabled. When children are found to have some obstacles in the early stage, parents are more willing to send them to the hospital for treatment. Intervention combined with medical education can reduce or eliminate the degree of children's obstacles. Therefore, parents will not choose to go to the Disabled Persons' Federation to apply for a disability certificate for their children, nor are they willing to admit their children's disability prematurely. From the perspective of human development, children have strong plasticity, and the best period for children to recover from various obstacles is before the age of 7. It is wrong to label children with disabilities too early. Due to the above reasons, it is impossible to accurately find out the number of special education objects in our province. Vigorously developing special education is the need of social civilization and progress, and it is also a problem of educational equity and balanced development. Because special education lags behind ordinary education, according to the theory of "positive differential treatment", through government intervention, the disadvantaged groups of the disabled are given extra educational resources to compete fairly with other normal students in order to realize equal educational opportunities. Therefore, the government and society pay more and more attention to special education. At present, there are 7 public special education schools in Hainan, including Haikou, Wenchang, Lingao, Danzhou, Chengmai, Ledong and Sanya. At present, Qionghai, Wanning, Dongfang, Ding 'an, Tunchang, Lingshui, Changjiang, Radiation Wuzhishan, Baoting, Qiongzhong and other special education schools in central Hainan Province are under construction and will be completed before 20 17. During the "Thirteenth Five-Year Plan" period, 1 special education schools will be built in all districts of Haikou. In principle, full-time teachers in special schools should be teachers who have graduated from special education. Because there are few special-grade teachers who graduate every year in China, schools will also recruit teachers from general education graduates and transfer them to ordinary primary and secondary schools. At present, the Ministry of Education is compiling the qualification certificate system for special education teachers. After the introduction of the system, in addition to ordinary teachers, full-time teachers in special schools also need to obtain special education teacher qualification certificates. At present, teachers in special schools in our province enjoy special education allowance of 20% of the basic salary in addition to ordinary salary items, and those who have been engaged in special education for 20 years enjoy 30% allowance, and the special education allowance is included in retirement salary.
