In order to further improve the level and service capabilities of medical security, in accordance with the unified deployment of the national and provincial medical security bureaus, a national unified medical security information platform will be launched directly at the provincial level starting from 18:00 on November 21, 2021 test. During the platform testing period, the medical insurance business related to provincial medical insurance agencies and designated medical institutions will be suspended. The relevant matters are now announced as follows:

1. Service suspension time

Starting from 18:00 on November 18, 2021, the provincial medical insurance unit network office and personal network office will stop all online services. For medical insurance business processing, the new online hall will be notified later.

From 18:00 on November 21, 2021, the provincial medical insurance agency will suspend all medical insurance business processing, and all designated medical institutions will suspend medical insurance card swiping and various medical expense reimbursement services; it is expected that on November 28, 2021 Starting at 8:00 a.m., all medical insurance services will be fully restored.

According to the progress of the platform testing work, if the resumption of service time is advanced or delayed, an announcement will be made on the official website of Henan Provincial Medical Security Bureau and other media channels, please pay attention in time.

2. Business scope affected during the service suspension period

During the platform testing period, various provincial medical insurance services will be suspended, mainly including unit and individual insurance registration, information changes and relationship transfers, All medical insurance handling services including medical filing, expense reimbursement and information inquiry.

About Declaration and Payment Business

During the suspension of services, insured units shall apply for declaration and payment in the tax office of the tax department. Business is not affected. After the service is restored, in case of special circumstances, insured units can go to the medical insurance agency to handle the manual payment of employee medical insurance to the account with the tax payment voucher issued by the tax department.

About outpatient medical treatment and drug purchase in pharmacies

1. During the suspension of services, insured persons cannot pay by credit card when seeking medical treatment in outpatient clinics of designated medical institutions or purchasing drugs in designated retail pharmacies. Please apply for insurance Personnel shall reasonably arrange time for medical treatment and drug purchase.

2. During the suspension of services, applications for outpatient chronic disease treatment and approval for changes in designated outpatient chronic disease medical institutions will be suspended.

3. Insured patients who already enjoy outpatient chronic disease treatment should go to designated medical institutions to prescribe medicines for December before 17:00 on November 18.

4. Insured patients who have enjoyed the treatment of specific outpatient drugs can go to designated medical institutions in advance to seek medical treatment and purchase drugs according to the treatment needs of their own conditions. If you are unable to purchase medicines in advance, please keep the receipts and vouchers for subsequent reimbursement if you purchase medicines during the system switching period.

About local hospitalization expense reimbursement business

1. Before 18:00 on November 21, designated medical institutions under the provincial government are responsible for converting all insured in-hospital patients into self-paying patients. After services are restored, medical insurance hospitalization registration and reimbursement will be handled again. Insured persons who meet the discharge standards should go through discharge reimbursement procedures in a timely manner.

2. During the suspension of services, provincially insured persons who meet the discharge standards can go through discharge procedures first, and then re-register for medical insurance hospitalization and reimbursement at the original medical institution after services are restored; newly hospitalized provincially insured persons can Insured persons must first register for hospitalization at their own expense, and then handle medical insurance hospitalization registration and reimbursement services after services are restored.

During the suspension of services, provincial insured persons cannot directly settle general outpatient expenses for medical treatment in other places. Patients with serious and serious diseases in outpatient clinics in other places shall pay their own expenses according to the original method. After services are restored, they will bring relevant materials to the Provincial Medical Security Service Center for reimbursement according to regulations.

2. Insured persons from other places seek medical treatment at designated medical institutions in other places directly under the provincial government.

Insured persons from other places who meet discharge standards should go through discharge reimbursement procedures in a timely manner.

During the suspension of services, insured persons from other places who meet the discharge standards must go through discharge procedures at their own expense and bring relevant materials to the medical insurance agency in the insured place for reimbursement according to regulations; insured persons from other places who are newly hospitalized must first register at their own expense After admission, medical insurance hospitalization registration and reimbursement will be processed after services are restored. If due to special reasons, the patient can be discharged at his own expense first and bring relevant materials to the medical insurance agency in the insured place for reimbursement according to regulations.
