The first phase of the project is 20.8 kilometers long and is divided into the first section (Pengbu Station to Jinjiang Station) and the southwest section (Jinjiang Station to Puyan Station). The first section is about 9.6 kilometers long. It started in 2008 and was put into trial operation on February 2, 2005. There are 8 stations in the southwest of the first phase, with a length of 1 1.2 km, and it is planned to open to traffic in 20 17 years.

The first phase of the project starts from Pengbu Station in the north, forms a two-way interchange at East Railway Station, Pengbu Station and 1 line, forms a one-way interchange with Line 2 via Xintang Road and Fuchunjiang Road in the south, and reaches Puyan Station in the south. This line is a secondary trunk line of rail transit, connecting with lines 1 and 2, with multiple transfer opportunities, which is convenient for transporting passengers on the main line to further areas and strengthening the service to Qianjiang New City. The first section is the highest fare in 4 yuan. The first bus of Line 4 leaves at 6:30, and the last bus leaves at 22:30, running all day 16 hours. At the initial stage of operation, the interval between the first trains is 8 minutes and 30 seconds, and the one-way travel time from Pengbu Station to Jinjiang Station is about 2 1 minute.
