1. Taking Xiamen City as an example, the application conditions are as follows:

(1) No housing in Xiamen;

(2) Holding a teacher qualification certificate;

(3) Outstanding college graduates who have been recruited by the education administrative department on campus but have not yet arrived at the job, and have signed a tripartite agreement and a labor contract of more than 1 year (including 1 year) with the employer;

(4) Those who have been admitted through the teacher recruitment examination of the education administrative department but have not yet arrived at the job shall sign a labor contract of more than 1 year (including 1 year) with the employer;

(5) Public Schools applying for employees must sign a labor contract of more than 1 year (including 1 year) with the unit and pay social security in Xiamen (except for external experts approved by the Human Resources Department of the Municipal Education Bureau);

(6) Private schools Applicant employees should have worked in the school for more than 3 years (including 3 years) and signed a legal labor contract with more than 1 year (including 1 year) remaining in the contract, and have paid social security in Xiamen for more than 3 years (including 3 years).

2. Applicants:

(1) On-the-job or upcoming faculty and staff of public primary and secondary schools (including secondary vocational schools) in this city;

(2) On-the-job faculty and staff of private primary and secondary schools directly under the municipal government;

(3) On-the-job faculty and staff of private compulsory education schools that accept government hierarchical management and are assessed as first-level by the district-level education administrative department;

(4) Other high-quality private primary and secondary schools (including international schools) recognized by the Xiamen Municipal Education Bureau.

Extended information:

If the application materials provided by teachers are complete, the district education bureaus and directly affiliated schools shall accept them on the spot; if the application materials are incomplete, the district education bureaus and directly affiliated schools shall accept them on the spot. The applicant will be notified of all the materials that need to be completed in one go on the day the application materials are received. Applicants should complete the materials within 3 working days. Failure to do so will be deemed as giving up the application qualification for this batch.

Each district education bureau and each directly affiliated school should complete the pre-examination work within 5 working days from the deadline for accepting applications, and submit it to the Municipal Education Bureau Public Rental Housing Leading Group Office.

Each batch of lists that have passed the review of each district education bureau and each directly affiliated school will be published on the public notice board for 3 days and submitted to the Personnel Department of the Municipal Education Bureau for supervision. After the application list is reviewed and publicized, it will be submitted to the Municipal Education Bureau’s public rental housing work leading group and submitted to the Anju Company.

Each district education bureau and all directly affiliated schools should formulate implementation details based on the principles of fairness, impartiality and openness, and submit them to the municipal education bureau’s public rental housing work leading group for review and approval before implementation. Each unit allocates rent according to its own implementation details. The rent allotment can use the random allocation method or the points allocation method. The method to be used needs to be discussed and decided by the school's teaching representative meeting.
