Measures for the Administration of Urban Lighting in Changchun (revised in 2020)

Chapter I General Provisions Article 1 In order to strengthen the management of urban lighting, ensure the integrity of urban lighting facilities, improve the urban lighting environment and promote energy conservation, these measures are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the planning, construction, maintenance and management of urban lighting within the urban area of this Municipality. Article 3 The municipal competent department of urban lighting shall be responsible for the management of urban lighting in this Municipality.

Entrusted by the municipal competent department of urban lighting, the municipal urban lighting management institution is responsible for the specific work of urban lighting management in this Municipality.

Municipal development and reform, finance, planning and natural resources, construction, housing security and housing management, forestry and gardens, urban management, transportation and public security departments and power supply enterprises shall, in accordance with their respective responsibilities, do a good job in urban lighting management. Article 4 Urban lighting shall follow the principles of people-oriented, economic application, energy saving and environmental protection, beautifying the environment and management according to law, and appropriately control the energy consumption of landscape lighting in public facilities and large buildings. Article 5 The funds needed for the operation of urban lighting facilities invested and constructed by the government shall be included in the financial budget, earmarked for special purposes, to ensure the normal expenditure of maintenance and management funds and electricity charges, and be subject to the supervision of the financial and auditing departments. Article 6 Encourage and support scientific and technological research on urban lighting, adopt and popularize new technologies, new equipment and new products, carry out green lighting activities, realize intelligent monitoring and management of urban lighting, and improve the scientific and technological content and management level of urban lighting. Seventh to encourage social forces to take the form of sole proprietorship, joint venture and cooperation. Participate in the construction and maintenance of urban lighting facilities. Chapter II Planning and Construction Article 8 The municipal competent department of urban lighting shall, jointly with the planning, natural resources and other relevant departments, organize the preparation of special urban lighting planning according to the overall urban planning and submit it to the Municipal People's Government for approval.

The municipal competent department of urban lighting shall, according to the special planning of urban lighting, formulate an annual plan for the construction and maintenance of urban lighting facilities, which shall be implemented after the approval of the Municipal People's government. Ninth units engaged in urban lighting engineering survey, design, construction and supervision shall have corresponding qualifications; Relevant professional and technical personnel shall obtain corresponding professional qualifications according to law. Tenth new construction and renovation of urban lighting facilities, should be based on the special planning of urban lighting to determine the brightness of various regional lighting, energy consumption standards, and in line with relevant national standards. Eleventh new construction and renovation projects, in accordance with the needs of urban lighting special planning supporting the construction of urban lighting facilities, the supporting facilities should be synchronized with the main project design, construction, acceptance and use.

When reviewing the construction drawing design documents submitted by the construction unit, the municipal construction administrative department shall review whether the urban lighting facilities are constructed according to the special planning of urban lighting.

When the construction unit organizes the completion and acceptance of the urban lighting project, it shall notify the municipal urban lighting management institution to participate.

City lighting engineering without acceptance or unqualified acceptance, shall not be delivered. Twelfth new and rebuilt urban road projects should reach 100% functional lighting rate.

In accordance with the special planning of urban lighting, functional lighting facilities should be built but not built, or functional lighting facilities do not meet the special planning of urban lighting, and their property owners should carry out construction and transformation in accordance with relevant standards and norms. If there is an agreement between the property owner and the user or manager on the main body responsible for the construction and renovation of functional lighting facilities, such agreement shall prevail. Thirteenth landscape lighting facilities shall conform to the special planning of urban lighting.

The following buildings (structures) and places shall be equipped with landscape lighting facilities:

(a) the main street and the landmark buildings (structures) on both sides of Yitong River as determined by the special urban lighting planning, and the high-rise buildings (structures) that reflect the city night skyline within the extended line of sight;

(two) public facilities such as stadiums (gymnasiums), theaters, museums and cultural relics protection units at or above the municipal level;

(three) parks, green spaces, stations, squares, scenic spots, rivers and lakes and coastal landscape areas and other public places;

(four) other buildings (structures) and places determined by the special planning of urban lighting.

The funds required for landscape lighting facilities and buildings (structures) and places specified in the preceding paragraph shall be settled through consultation between the municipal competent department of urban lighting and the property owner or user.

The municipal competent department of urban lighting shall support and cooperate with the construction and transformation of landscape lighting facilities. Fourteenth buildings (structures), poles, etc. , in line with the requirements of urban lighting facilities, lighting facilities can be configured without affecting its function and safety, and the relevant units should support it. Fifteenth existing pipelines of urban road lighting facilities should be buried underground in accordance with the provisions. Road lighting pipelines that are not laid underground should be gradually transformed. Article 16 The installation of urban lighting facilities shall meet the requirements of relevant national safety codes and the following provisions:

(a) shall not interfere with the lives of residents;

(two) shall not interfere with the normal use of traffic lights and signs;

(three) shall not interfere with the normal running of vehicles;

(four) shall not affect the normal use of buildings, urban greening, municipal infrastructure and other public facilities;

(five) in line with the light pollution control standards, in harmony with the surrounding environment;

(six) neon lights, electronic display devices, light boxes and other outdoor advertising facilities with night lighting function, should scientifically control the brightness and use time, and shall not affect traffic safety.
