The human resources and social security departments of the people's governments at or above the county level shall, in conjunction with the public security organs at the same level, determine the salary standards for auxiliary police officers.
The financial departments of people's governments at or above the county level are responsible for ensuring the funding of auxiliary police.
The civil affairs departments and retired military affairs departments of the people's governments at or above the county level are responsible for the work of auxiliary police and preferential care. Chapter 2 Recruitment Article 7 The recruitment of auxiliary police officers shall follow the principles of openness, equality, competition and merit selection, unify recruitment conditions and procedures, and strictly select and hire. Article 8 The public security organs of the people's governments at or above the county level shall propose recruitment plans within the employment quota.
The recruitment of auxiliary police officers shall be organized and implemented by the public security organs of the Provincial People's Government in conjunction with the human resources and social security departments of the Provincial People's Government. Article 9 Applicants for the position of auxiliary police officers must meet the following conditions:

Article 10 Persons under any of the following circumstances shall not be recruited as auxiliary police officers:

(3) Have a relatively serious personal bad credit record;
(4) Have been fired or dismissed for violating laws or disciplines;

Article 11 When recruiting auxiliary police officers, applicants with priority situations stipulated by the state and province will be given priority in hiring under the same conditions. Article 12 The recruitment of auxiliary police officers shall be carried out in accordance with the procedures of registration, qualification review, written examination, interview, physical fitness test, inspection, physical examination, public announcement, and signing of labor contract. Article 13 An announcement shall be made when recruiting auxiliary police officers. Chapter 3 Rights, Obligations and Guarantees Article 16 Auxiliary police officers shall enjoy the following rights:
