Higher-level public security organs guide and supervise the management of auxiliary police officers of lower-level public security organs. Article 5 The people's governments at or above the county level shall incorporate the construction of the auxiliary police team into the national economic and social development plan, and include the required funds in the fiscal budget. Article 6 The public security organ of the Provincial People's Government shall, in conjunction with the establishment department of the same level, determine the employment quota for auxiliary police officers and submit it to the Provincial People's Government for approval before implementation. The public security organs of the people's governments of municipalities divided into districts shall uniformly allocate the quota of auxiliary police personnel approved within their respective administrative regions based on the social security situation and the level of economic development.

The human resources and social security departments of the people's governments at or above the county level shall, in conjunction with the public security organs at the same level, determine the salary standards for auxiliary police officers.

The financial departments of people's governments at or above the county level are responsible for ensuring the funding of auxiliary police.

The civil affairs departments and retired military affairs departments of the people's governments at or above the county level are responsible for the work of auxiliary police and preferential care. Chapter 2 Recruitment Article 7 The recruitment of auxiliary police officers shall follow the principles of openness, equality, competition and merit selection, unify recruitment conditions and procedures, and strictly select and hire. Article 8 The public security organs of the people's governments at or above the county level shall propose recruitment plans within the employment quota.

The recruitment of auxiliary police officers shall be organized and implemented by the public security organs of the Provincial People's Government in conjunction with the human resources and social security departments of the Provincial People's Government. The public security organs of the people's governments of districts divided into municipalities may also be entrusted to the public security organs of the people's governments of districts divided into municipalities in conjunction with the human resources departments of the people's governments of districts divided into municipalities. and the social security department to organize and implement it. Article 9 Applicants for the position of auxiliary police officers must meet the following conditions:

(4) Have a college degree or above and the work ability required to perform job responsibilities;

Retired non-commissioned officers and soldiers who apply for auxiliary police can have a high school education, but they must obtain a college degree or above within the period of the employment contract; if they have not obtained it, the contract will not be renewed after the expiration of the contract. Article 10 Persons under any of the following circumstances shall not be recruited as auxiliary police officers:

(1) Those who have been criminally punished or suspected of crimes that have not yet been closed;

(2) They have been administratively detained Or have a history of drug abuse;

(3) Have a relatively serious personal bad credit record;

(4) Have been fired or dismissed for violating laws or disciplines;

(5) The labor contract has been terminated due to violation of the management regulations of the public security organ;

(6) Other circumstances in which the employee is not suitable for auxiliary police work. Article 11 When recruiting auxiliary police officers, applicants with priority situations stipulated by the state and province will be given priority in hiring under the same conditions. Article 12 The recruitment of auxiliary police officers shall be carried out in accordance with the procedures of registration, qualification review, written examination, interview, physical fitness test, inspection, physical examination, public announcement, and signing of labor contract. Article 13 An announcement shall be made when recruiting auxiliary police officers. The announcement shall specify the recruitment positions, quotas, application qualifications, application materials that need to be submitted, and other matters. Article 14: The public security organs shall review the application based on the qualification conditions.

The application materials submitted by the candidates should be true and accurate. Article 15 After the expiration of the publicity period, the public security organ shall sign a labor contract with the proposed auxiliary police officer and agree on a probation period.

Chapter 3 Rights, Obligations and Guarantees Article 16 Auxiliary police officers shall enjoy the following rights:

(1) Obtain the working conditions necessary to perform their duties;

(2) Receive labor remuneration in accordance with the law , enjoy welfare and social insurance benefits;

(3) Participate in police skills training and business knowledge training;

(4) Provide opinions and suggestions on the work of the unit;

(6) Terminate the labor contract in accordance with the law;

(7) Other matters stipulated by laws and regulations right. Article 17 Auxiliary police officers shall perform the following obligations:

(1) Support the Constitution and abide by laws and regulations;

(2) Obey the management of public security organs and obey the commands of the people's police;< /p>

(4) Strictly observe work disciplines and keep work secrets;

Article 18 The salary standards of auxiliary police officers shall be reasonably determined based on their professional characteristics, classified and hierarchical management methods and the work they perform, with reference to the average salary of local employees on duty in the previous year, and shall be adjusted dynamically.
