Article 11 Enterprises or other operating organizations engaged in express delivery business operations shall not engage in the following acts;

(1) Interrupt or terminate normal postal express delivery business operations without authorization;

(2) Receive and send documents, materials and items that are state secrets;

(3) Receive and send items that are prohibited from circulation or sending by state regulations;

(4) Private Dismantling, concealing, destroying and discarding mailed items or stealing property and information from mailed items;

(5) Engaging in business activities beyond the area approved by the postal department. Article 12 Non-postal enterprises or other operating organizations that have obtained business qualifications shall go to the municipal postal management department to go through the annual inspection and registration procedures in March of each year.
