What does it mean to be a worker?

Workers refer to occupations within the establishment, generally workers, but the implementation policies vary from place to place, and some places recruit temporary workers, so the treatment will be very different. Here refers to workers with formal establishment, which are generally divided into administrative organs and institutions. The former serves the government system and cannot be transferred to civil servants. The latter serves public institutions and can be transferred to other positions through procedures.
