Main responsibilities of Guizhou Provincial Forestry Department

Responsible for the supervision and management of forestry and its ecological construction in the province. To implement the principles, policies, laws, regulations and development strategic planning of the national forestry work. Drafting local policies and regulations on forestry development and supervising their implementation. Organize the investigation, dynamic monitoring and evaluation of forest resources, terrestrial wildlife resources, wetlands and rocky desertification. Undertake the related work of forestry ecological civilization construction.

Organize, coordinate, guide and supervise the afforestation work in the whole province. Formulate guiding planning for afforestation and greening in the whole province, formulate relevant local standards and regulations and supervise their implementation. Guide and supervise the cultivation of all kinds of public welfare forests and commercial forests, as well as the construction of key forestry projects such as natural forest protection projects and returning farmland to forests. Guide afforestation, closing hillsides to facilitate afforestation, planting trees and grass and other biological measures to prevent and control soil erosion, and guide and supervise the voluntary tree planting, afforestation and greening work of the whole people. To undertake the specific work of the Provincial Greening Committee.

Responsible for the supervision and management of forest resources protection and development. Organize and supervise the implementation of forest cutting quota in the whole province, and supervise and inspect the cutting, transportation and processing of forest right certificates. Organize and guide the management of forest land and forest rights and the registration, certification and evaluation of forest resources assets. Approving the procedures for requisition, occupation and temporary occupation of forest land according to law.

Organize and guide the protection and rational development and utilization of terrestrial wildlife resources. Compile the annual utilization quota of terrestrial wildlife resources and supervise the implementation. Guide the construction and management of forest and terrestrial wildlife types and wetland types nature reserves. Draw up a list of key protected terrestrial wild animals and plants in the province. Supervise and manage the protection of ancient and famous trees. Responsible for the examination and approval of the import and export of rare and endangered wild animals and plants.

Take the responsibility of promoting forestry reform and safeguarding farmers' legitimate rights and interests in forestry management. Formulate major forestry reform opinions such as collective forest right system and state-owned forest farms, and guide and supervise their implementation. Formulate policies and measures for the development of rural forestry and safeguard the legitimate rights and interests of forest farmers, guide and supervise the contracted management of rural forest land and the transfer of forest rights, and guide and supervise the mediation and arbitration of forest rights disputes.

Supervise and inspect the development and utilization of forest, wetland and terrestrial wildlife resources by various industries. Formulate policies for the optimal allocation of forestry resources and guide the quality supervision of forest products. Guide the comprehensive development of mountainous areas.

Undertake the responsibility of organizing, coordinating, guiding and supervising the forest fire prevention work in the whole province, organize, coordinate and guide the fire prevention work of professional forest fire fighting teams, and undertake the specific work of the forest fire prevention headquarters of the provincial people's government. Take the responsibility of forestry administrative law enforcement supervision, guide the forest public security work in the province, supervise and manage the forest public security team, and guide the investigation and punishment of major forestry illegal cases in the province. Guide the prevention and quarantine of forestry pests.

Participate in the formulation of fiscal, financial and price economic adjustment policies for forestry and its ecological construction, and organize and guide the establishment and implementation of ecological compensation system for forestry and its ecological construction. Prepare departmental budgets and organize their implementation, guide and manage the province's forestry capital construction, organize the declaration of key forestry construction projects, and supervise and manage provincial forestry state-owned assets. Compile the annual production plan of forestry and its ecological construction.

Draw up the development plan of forestry science and technology in the whole province, and organize the identification and popularization of major forestry scientific research, technical research and scientific research achievements. Guide forestry cooperation with foreign countries. Responsible for professional training and forestry team building. Guide the construction of rural forestry socialized service system and forestry professional cooperative organizations in the province.
