It is under such historical conditions that the Chinese Academy of Sciences launched the "Hundred Talents Program". 1994, China academy of sciences set up a "Hundred Talents Program" with special funds from its funds under the condition of lack of resources, and focused on supporting outstanding talents by concentrating limited resources, aiming at attracting and cultivating 100 outstanding young academic leaders at home and abroad by the end of the 20th century. 1998 ~ 2000 is the first phase of "knowledge innovation project". The "Hundred Talents Program" includes the introduction of foreign talents, the domestic "Hundred Talents Program", the project "Hundred Talents Program" and the winners of the National Outstanding Youth Science Fund selected for the "Hundred Talents Program".
