According to the spirit of Opinions of the Central Committee of the State Council on Deepening the Reform of Medical and Health System (Zhong Fa [2009] No.6) and Guiding Opinions of the People's Government of Shaanxi Province on Promoting the Comprehensive Reform of County-level Public Hospitals (Shaanxi [2012] No.9), in order to effectively solve the problems of shortage of primary health personnel and unreasonable personnel structure, the medical reform of "ensuring the basics and strengthening the grassroots" was realized.
I. Number and conditions of recruitment
Starting from 20 13, doctors at or below the county level have been tested nationwide for five consecutive years.
Medical institutions recruit 10000 medical undergraduates. Recruitment majors include clinical medicine, preventive medicine, stomatology, traditional Chinese medicine, clinical medicine of integrated traditional Chinese and western medicine, acupuncture and massage, pharmacy, Chinese medicine, medical examination, health examination, medical imaging, rehabilitation therapy, nursing and other majors. Applicants should be full-time graduates with bachelor degree or above in general higher medicine, bachelor degree or above in medicine and previous unemployed graduates recognized by the national education administrative department.
The Provincial Department of Human Resources and Social Security and the Provincial Health Department, in accordance with the principle of giving priority to poverty-stricken counties, mountainous counties and counties in urgent need of medical talents, issue recruitment plans to counties every year according to the actual needs of medical talents in counties.
Second, the service period and treatment
(1) service period: targeted recruiters must work in medical institutions at or below the county level for more than 5 years in accordance with the requirements of the signed targeted employment service agreement;
(2) treatment:
1. After the one-year probation period expires, those who pass the examination will be given a one-time subsidy of 30,000 yuan;

Third, the recruitment process
Directional recruitment is organized and implemented according to the procedures stipulated in the Implementation Measures for Open Recruitment of Staff in Institutions in Shaanxi Province (Shaanxi People's Social Development [20 12] 105).
Fourth, organizational guarantee.
(a) the establishment of organizational leadership. In order to ensure the smooth implementation of targeted recruitment, a recruitment leading group with the executive vice governor of the provincial government as the team leader and the leaders in charge as the deputy team leader, and the leaders of the provincial departments of discipline inspection and supervision, organization, development and reform, education, finance, human resources and social security, housing and urban and rural construction, and health as members, was established in the province to coordinate and solve major problems in recruitment. I. On the scope of application of the Opinions
The "Opinions" are applicable to medical institutions at or below the county level in the province, including county-level cities and districts.
Second, about the academic qualifications and the scope of candidates in the opinion.
All cities and counties should strictly follow the "Opinions" that "candidates should be full-time undergraduate and above in general higher medical majors recognized by the national education administrative departments, and medical undergraduate and above". Medical majors that are not included in the Opinions and urgently needed by medical institutions can also be included in the recruitment major.
Four. Qualifications of candidates

5, responsible for the implementation of the "opinions" provisions of the directional enrollment work.
VII. Handling of Opinions
Regarding the "treatment" of targeted enrollment, cities and counties can further intensify their work on the basis of the "Opinions" according to actual conditions and provide more preferential policies according to local conditions.

1, improve ideological understanding. Targeted recruitment is an important measure to achieve the goal of "ensuring the basics, strengthening the grassroots and building mechanisms" in medical reform and seeing 90% patients in the county, and effectively solving the shortage of grassroots health talents. 2. Strictly implement the policy. Targeted recruitment should be carried out in strict accordance with the Opinions, the Implementation Measures for Open Recruitment of Staff in Institutions in Shaanxi Province and the targeted recruitment work plan formulated or approved by the municipalities, and operate in strict accordance with the prescribed procedures to ensure that targeted recruitment is "open, fair and just".
3. Serious work discipline. Relevant departments at all levels should strengthen the supervision and management of targeted recruitment in accordance with the principle of "who is in charge and who is responsible" to ensure standardized operation. In addition to returning those who violate the rules and regulations in the recruitment process, the discipline inspection and supervision departments at all levels will seriously deal with the relevant responsible persons in accordance with relevant regulations.
The provincial directional recruitment office will supervise and inspect the directional recruitment work of cities and counties in a timely manner.
4. Maintain social stability. Relevant departments at all levels should promptly solve the contradictions and problems arising from the implementation opinions, properly handle them, ensure the stability of medical institutions at or below the county level, and promptly report the major * * * problems reflected to the provincial directional recruitment office.
5. All cities and counties should start targeted recruitment as soon as possible in accordance with the requirements of the Opinions. The annual deadline for targeted recruitment is generally the end of September of that year, and the next year's targeted recruitment starts from June 65438+ 10 of that year.
