What do three districts and three states mean?

The "three districts" in the three districts and three states refer to Xizang Autonomous Region and Tibetan areas in Qinghai, Sichuan, Gansu and Yunnan provinces, as well as Hotan, Aksu, Kashgar and Kizilsu Kirgiz Autonomous Prefecture in southern Xinjiang. "Three States" refers to Liangshan Prefecture in Sichuan, Nujiang Prefecture in Yunnan and Linxia Prefecture in Gansu. More than 80% of the "three districts and three states" deep poverty areas are located in the Qinghai-Tibet Plateau, with poor natural conditions, weak economic foundation and deep poverty.

Three districts and three states are deeply poverty-stricken areas at the national level, which is the most difficult "hard bone" for the country to build a well-off society in an all-round way. At the same time, the "three districts and three States" area is rich in natural and cultural landscapes and tourism resources. In order to promote the transformation and upgrading of local industries and overcome poverty through tourism development, the "three districts and three States" tourism loop came into being.

20/kloc-in may, 2009, six provinces (autonomous regions) including Sichuan, Yunnan, Gansu, Qinghai, Tibet and Xinjiang, as well as Xinjiang production and construction corps, successively issued plans to comprehensively carry out "targeted evaluation and targeted use" of professional titles in deep poverty areas such as "three districts and three States" and increase support for professional and technical personnel's professional title evaluation policies in deep poverty areas such as "three districts and three States".

On June 30th, 2020, the task of power grid construction in the "three districts and three states" deep poverty areas in the operation area of State Grid Corporation was fully completed, and five provinces (regions) in Sichuan, Gansu, Qinghai, Xinjiang and Tibet 198 poverty-stricken counties, 4.43 million households and17.77 million residents used safe, reliable and stable large power grids.
