Measures of Changchun Municipality on the Administration of Blood Donation

Article 1 In order to ensure the needs and safety of blood for medical clinical use, protect the health of blood donors and blood users, carry forward the humanitarian spirit, and promote the construction of socialist material civilization and spiritual civilization, these measures are formulated in accordance with the relevant provisions of the People's Republic of China (PRC) Blood Donation Law, the Jilin Blood Donation Regulations and other laws and regulations, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to blood donation and related management activities within the administrative area of this Municipality. Article 3 The Municipal People's Government shall uniformly lead the blood donation work within its administrative area, guarantee the funds for blood donation, and organize and coordinate relevant departments to do a good job in blood donation.

County (city) and District People's governments are responsible for organizing and mobilizing blood donation work within their respective administrative areas, establishing emergency blood donors, and ensuring the implementation of fixed and mobile blood collection point construction planning and related work. Article 4 The municipal health department is the competent department of blood donation within the administrative area of this Municipality, and is responsible for the supervision and management of blood collection, use and blood quality and safety.

The relevant departments of the municipal government shall, in accordance with their respective responsibilities, do a good job in blood donation.

City, county (city) Red Cross Society shall participate in and promote blood donation according to law.

All social organizations, organizations and individuals shall give support to the blood donation work, and shall not hinder or interfere with the blood donation work. Fifth, encourage healthy citizens aged 18 to 55 to donate blood voluntarily, and encourage citizens to actively participate in blood donation activities and donate blood regularly and repeatedly.

Encourage national staff, active servicemen and college students to take the lead in donating blood.

Encourage the donation of blood components, such as platelets collected by machine.

Encourage individuals in rare blood group to donate blood regularly. Article 6 February and June 5438+00 every year are designated as "unpaid blood donation activity months", and state organs, enterprises and institutions are encouraged to organize collective blood donation activities in the activity months.

Colleges and universities in this city should actively cooperate with blood collection, and organize students to participate in blood donation day activities and collective blood donation according to the time stipulated by the municipal health department. Seventh municipal radio and television, press and publication, culture and other competent departments should do a good job in social welfare and popular science propaganda of blood donation, and cooperate with blood donation month activities to do a good job in publicity and mobilization.

The competent departments of traffic management, city appearance and environmental sanitation, and municipal utilities of public security organs shall give support to the blood collection work of mobile blood collection vehicles and provide convenient conditions.

All kinds of schools should incorporate the scientific knowledge of blood and blood donation into health education courses or offer special lectures. Article 8 The Municipal People's Government shall reward the units and individuals who have actively participated in blood donation and made remarkable achievements in blood donation. Article 9 The blood station in the city center is the only institution engaged in blood collection and supply in this city. It is a non-profit public welfare organization and shall perform the following duties:

(1) Set up fixed and mobile blood collection points in counties (cities) and districts to provide blood donors with safe, hygienic and convenient blood collection equipment, instruments and environment, and provide good blood collection services;

(two) actively carry out the recruitment of unpaid blood donors, and do a good job in blood collection and preparation, medical treatment and clinical blood supply;

(three) to undertake the blood business guidance and blood storage quality control management of medical and clinical blood institutions in the blood supply area;

(four) according to the requirements of the state to carry out the preparation and promotion of blood component;

(five) do other work related to blood donation activities. Article 10 Personnel engaged in blood collection and supply work in urban blood stations shall meet the post qualification requirements, must have professional qualifications, and accept on-the-job training and assessment in blood safety and business, and can only take up their posts after obtaining the certificate of on-the-job training. Eleventh blood donors with valid identity documents to participate in blood donation.

The blood station in the city center shall, in accordance with the provisions of the national health department, conduct necessary health examinations for blood donors free of charge; If the physical condition does not meet the requirements for blood donation, the blood station in the city center shall explain the situation to him and shall not collect his blood. Twelfth blood donors can donate 400 ml, 300 ml, 200 ml at a time, and the maximum amount shall not exceed 400 ml. The interval between two whole blood donations shall not be less than 180 days. If rescue is really necessary, blood donors in rare blood group can shorten the blood donation interval on a voluntary basis, but the whole blood donation interval shall not be less than 90 days.

Blood components of blood donors can be 1 treatment unit and 2 treatment units respectively. The interval of blood donation by machine shall not be less than 28 days. After 90 days of donating whole blood, you can donate blood components.

After the blood donors complete their blood donation, the blood center in the city shall timely issue the blood donation card printed by the national health department to the blood donors. Thirteenth blood donors and their spouses, parents and children can enjoy the following blood reward:

(1) If a blood donor needs blood for medical and clinical use within 5 years after donating blood, he can enjoy 3 times of his blood donation free of charge; If you need blood for medical clinical use after 5 years, you can enjoy free blood use equal to your blood donation.

(2) If the total amount of blood donated by blood donors reaches more than 1 1,000 ml (including 1 1,000 ml) or the blood donation machine is used in more than 5 treatment units (including 5 treatment units) of blood components, I will enjoy free medical clinical blood for life.

(three) the spouse, parents and children of blood donors can enjoy the same amount of blood donated by blood donors free of charge when using blood in medical clinics.
