State Council Office [1997] For a long time, the majority of private teachers have made great contributions to the development of rural education in China. The CPC Central Committee and the State Council attach great importance to and care for private teachers, and put forward the goal of "basically solving the problem of private teachers by the end of this century", which is an important decision made by the CPC Central Committee and the State Council to promote the development of rural education and an important measure to strengthen the construction of rural school teachers, ensure the "two basics" and promote the "two satisfactions". In order to ensure the smooth realization of this goal, with the consent of the State Council, the relevant issues are hereby notified as follows:

1. To solve the problem of private teachers as a whole, the local responsibility system shall be implemented, and all relevant departments shall actively cooperate. second, to solve the problem of private teachers, while strengthening management, improving quality and treatment, we should fully implement the policy of "closing, transferring, recruiting, resigning and retiring", plan by region, implement it step by step, reduce the number of private teachers year by year, and strive to basically solve the problem of private teachers by the end of this century. 3. Resolutely shut up the opening of newly-added private teachers, and no region or unit may add private teachers for any reason. The privately-run teachers recognized by the state are limited to those who hold the "appointment certificate of privately-run teachers" issued by the education administrative department at or above the county level and are filed with the provincial research administrative department. The provincial people's government originally stipulated that the deadline for privately-run teachers recognized by the state shall not be changed.

fourth, qualified private teachers should be transformed into public teachers in a planned way. During the "Ninth Five-Year Plan" period, the state arranged a special target of about 2, people every year, and by the year 2, the number would reach 8,. 5. Further expand the number of privately-run teachers in normal schools. The number of privately-run teachers in secondary normal schools nationwide should reach more than 2% of the total enrollment of secondary normal schools every year, and areas with conditions should strive to reach more than 3%. On average, the country recruits 3,-4, private teachers every year, totaling about 14, in four years.

Sixth, we must resolutely dismiss unqualified private teachers, and the dismissal of unqualified private teachers shall be approved by the county-level education administrative department. In areas where there are many private teachers, in a certain period of time, the total state subsidies for private teachers with counties as units can be contracted out, so as to reduce private teachers without reducing subsidies, and some of the savings can be earmarked for improving the salaries and benefits of in-service public and private teachers. The rural education surcharge should first ensure the payment of the overall salary of private teachers.

9. In order to ensure that private teachers feel at ease in their jobs after they are converted into public teachers, all localities should strengthen management and take active and effective measures to stabilize them in badly needed teaching posts and continue to make contributions to rural education.
