Why is the institution a recruitment announcement rather than a recruitment announcement?

At present, the national Regulations on Personnel Management of Public Institutions clearly stipulates that the staff of public institutions shall be appointed. Therefore, public institutions are more standardized in recruitment announcements.

PS: Domestic civil servants adopt an open examination and employment system, so a recruitment announcement is issued; Public institutions openly recruit and publish recruitment announcements.
