The Office of the Municipal Institutional Establishment Committee, which was originally co-located with the Municipal Bureau of Personnel, Labor and Social Security, was established separately and became the working department of the Municipal Party Committee.

8. Adjust the Municipal Work Safety Supervision and Administration Bureau from an institution directly under the government to a municipal government department.

9. Adjust the Municipal Commerce Bureau from an institution directly under the government to a working department of the municipal government.

10. Adjust the Municipal Food and Drug Administration from a provincial vertical management agency to a municipal government department. The responsibilities of the Municipal Food and Drug Administration for comprehensive coordination of food safety and organizing the investigation and handling of major food safety accidents will be transferred to the Municipal Health Bureau; the responsibilities of the Municipal Health Bureau for food hygiene licensing, food safety supervision and health care in the catering industry, canteens and other consumption links will be transferred to the Municipal Health Bureau. The responsibilities of food and cosmetics hygiene supervision and management are assigned to the Municipal Food and Drug Administration.

11. The Municipal Letters and Calls Bureau (Mass Work Department) will be jointly managed by the Municipal Party Committee Office and the Municipal Government Office, and the main management of the Municipal Government Office will be adjusted to the main management of the Municipal Party Committee Office.

12. The Municipal Price Management Office will no longer be retained, and its responsibilities will be transferred to the Municipal Development and Reform Commission.

Comprehensively clean up and standardize the discussion and coordination bodies and their offices, and cancel the deliberations and coordination bodies and their offices that have completed their tasks. The Municipal Civil Air Defense Office was adjusted into a permanent office of the Municipal National Defense Mobilization Committee and is also the competent department of the municipal government's civil air defense work. For deliberative and coordination bodies that really need to be established, they shall be reviewed and approved in strict accordance with the prescribed procedures. The discussion and coordination body does not set up a separate substantive office, and does not separately approve the staffing and leadership positions.

2. The Municipal Economic Responsibility Audit Bureau will no longer be retained, and its responsibilities will be transferred to the Municipal Audit Bureau.

3. The Municipal Tobacco Production Office will no longer be retained, and its responsibilities will be transferred to the Municipal Agriculture and Forestry Bureau.

4. The office of the Municipal Agricultural Comprehensive Development Leading Group will no longer be retained. Its agricultural comprehensive development responsibilities will be transferred to the Municipal Finance Bureau, and poverty alleviation and development responsibilities will be transferred to the Municipal Agriculture and Forestry Bureau.

5. The Municipal Investment Promotion Bureau and the Municipal Leading Group Office for Rectification and Standardization of Market Economic Order will no longer be retained, and their responsibilities will be transferred to the Municipal Commerce Bureau.

6. The Municipal Immigration Office will no longer be retained, and its responsibilities will be transferred to the Municipal Water Conservancy Bureau. The resettlement responsibilities undertaken by the Municipal South-to-North Water Diversion Middle Route Project Construction Leading Group Office will be transferred to the Municipal Water Conservancy Bureau.

7. The reform work of government agencies and public institutions not covered by the institutional reform implementation opinions will be carried out after the administrative organizational reform is basically completed.
