Ensure that the leading bodies and cadres of the bureau's poverty alleviation work are not scattered and the intensity is not reduced. Focusing on D-level housing renovation and land reclamation, it has effectively promoted the precise poverty alleviation work in towns and other towns and streets assisted by the bureau.

First, strengthen organizational leadership and compact related responsibilities.

For the poverty alleviation work of Wangu Town and Tizi Village of Jijia Town, which our bureau has helped in pairs, the Party Committee of the Bureau often strengthens the working contact with the town government and village committee, and gives full support to the relevant work items put forward by the town and village. Timely implement the matters arranged by the district leaders temporarily or at any time. Forty-seven cadres and workers of the bureau system make irregular telephone or field visits to the paired helpers, make suggestions for the helpers, and make every effort to help them get rid of poverty as soon as possible. For the poverty alleviation work in Wangu Town led by our bureau, in accordance with the unified deployment of the district, we often strengthen contact with the town government, and timely organize the management committee of Wangu Industrial Park and Dazu Tourism Development Committee to implement relevant work.

Second, clear the key points and effectively promote implementation.

Since the poverty alleviation work was carried out, the relevant work of our bureau has been mainly based on the functions and responsibilities of land and housing management, focusing on giving full support to rural land consolidation, rural homestead construction and reclamation, and renovation of dangerous houses, effectively promoting the work related to accurate poverty alleviation in towns and streets.

(1) Effectively promote rural land consolidation and reclamation. The first is to carry out rural land consolidation projects. Last year, 32 district-level land consolidation projects were basically completed, with an implementation scale of 8,798.6 hectares and a total investment of 2 1 10,000 yuan, involving Tang Xiang, Longgang, Longshui, Yulong, Jijia, Shima, Shiwan, Jinshan, Huilong, Guo Liang, Wangu, Yongxi, Longshi, Zhuxi, Gaoping, Tieshan and Baoxing. The estimated investment is 1. 1 100 million yuan, mainly involving Shibao Village in Yongxi Town, yuanjiacun Village in longshui town, Gaokeng Village, Jiabao Village in Longsheng Town, Fenghuang Village, Maogu Village in Gaoping Town, Gao Feng Village, Wadian Village, Xinxing Village, Yuetai Village and Jijia Village. The second is to carry out the land reclamation project for the construction of rural homestead for precision poverty alleviation. Last year, two land reclamation projects for precision poverty alleviation construction were carried out, involving 24 towns and streets, except for 3 streets in Shuangqiao Economic Development Zone. Two precision poverty alleviation and reclamation projects involve 140 households, with a total area of 93 mu and a total investment of14.5 million yuan. At present, the reclamation has been dismantled and surveying and mapping work is under way. It is expected that the acceptance and certification will be completed before May this year. (3) Seriously carry out poverty alleviation supervision. According to the work arrangement of the Supervision Work Plan of Poverty Alleviation Office and the spirit of relevant meetings, our bureau, as the lead unit of poverty alleviation work in Wangu Town, organized the relevant personnel of the Tourism Commission and Wangu Park on June 30 last year to conduct on-the-spot visits and verification of relevant materials to the D-level dangerous houses, newly identified objects and poverty alleviation objects of poor households in Wangu Town. Relevant work complies with relevant regulations.

Three. Existing problems and suggestions

(1). First, poverty alleviation involves all aspects. As the lead department of poverty alleviation in Wangu Town, our bureau is deeply weak due to its functions and responsibilities. Second, from the point of view of individual cadres and workers who help each other in pairs, due to various factors, they are unable to promote related work.

(2) Work suggestions. The first is the organizational structure. It is suggested that the current department-led poverty alleviation model should be abolished, and the township government (office) should bear the main responsibility. All government functional departments should put forward practical assistance measures or implement specific projects related to precision poverty alleviation according to their respective responsibilities. The second is the policy aspect. It is suggested that the competent department of poverty alleviation work further clarify the specific policies for the entry and exit of poor households and further strengthen the audit and comparison, so that towns and streets can successfully identify rectification.

IV. Next Work Plan

In 20 18, our bureau will seriously promote poverty alleviation in accordance with the relevant work arrangements of the district. Second, the main work

(1) Planning and implementing industrial precision poverty alleviation work. According to the deployment requirements of provinces and cities, our city has formulated and issued the Implementation Opinions on Industrial Precision Poverty Alleviation in Bozhou City during the Poverty Alleviation Period (Zheng Bo Office Secret [20 17] 149), which defined the objectives and tasks of industrial precision poverty alleviation during the poverty alleviation period and focused on cultivating and developing the top ten poverty alleviation industries. Combined with the actual situation of our city, four industrial poverty alleviation models have been explored and established. Three dispatching meetings were held in March, June and July respectively, and the city's industrial poverty alleviation site meeting was held at the end of July, which made a comprehensive deployment of the next industrial poverty alleviation work and effectively promoted the development of industrial poverty alleviation work in our city.

(two) to strengthen the implementation of poverty alleviation policies in the characteristic breeding industry. In order to promote the independent development of poor households and the enthusiasm of the main body to drive the development of poor households, all counties and districts in our city have issued policies to support the characteristic breeding industry to get rid of poverty accurately. Qiaocheng District: On April 1 day, 2006, the Implementation Plan of Precise Poverty Alleviation (Industry) was issued. According to this plan, this year, 6,879 poverty-stricken households with special breeding industries were subsidized and 20,082,700 yuan of support funds were issued. 2065438+February 20, 2007, the implementation plan of lotus root planting poverty alleviation in poor villages was issued. In the 20 poverty-stricken villages not included, lotus root planting will be developed according to the standard of 654.38 million yuan per mu. According to the plan, subsidies were given to 10076 poor households developing characteristic breeding industries, and support funds of 20,285,280 yuan were distributed. The characteristic professional villages and the "one village, one product" professional villages that meet the provincial regulations will be rewarded and compensated according to the standards of 654.38+10,000 yuan and 200,000 yuan per village respectively, and are currently being organized and implemented. Lixin county: on March 3, 20 17, the implementation plan of poverty alleviation project for characteristic breeding industry was introduced. According to this plan, the township reported the number of subsidy funds for the family-specific breeding industry. Among them, 5,585 poor households in special aquaculture were subsidized, with an incentive fund of16.2 million yuan, and 336/kloc-0 households were driven by new business entities with a subsidy fund of 9.95 million yuan; Agricultural machinery operation subsidies cover 42,546 households that have not been lifted out of poverty, and the subsidy funds are 26 million yuan. At present, the funds have been implemented and can be issued by punching in the near future.

(3) Efforts will be made to promote the implementation of poverty alleviation projects in key industries. Combined with the actual situation, our city actively develops characteristic breeding industry through "big money" and financial support, relying on powerful leading enterprises. The first is the Wen's pig-raising poverty alleviation project in Guoyang County. The project adopts the * * * construction mode of government and enterprise, and builds 156 pig houses in 78 poverty-stricken villages in the county, with a total investment of about 750,000 yuan (the bidding price of pig houses in different places is not exactly the same), of which about 600,000 yuan is invested by the government, 6,543,805 yuan is invested by Wen Company, and the property right belongs to the township government. Pig farms are run by Wen's company, and each pig farm contributes 80,000 yuan each year, driving 40 poor households, which can drive 6,240 poor households to increase their income by 2,000 yuan each year. At present, building 140 is under construction and will be completed before August 15; The tender for building 16 has been completed and will be completed before the end of August. The second is the poverty alleviation project driven by Qiangying duck industry in Mengcheng County. According to the household loan and enterprise insurance model (at least 2 in each of the 60 poverty-stricken villages in the county), 330 vertical caged greenhouses will be built, with a total investment of 800,000 yuan for each duck shed, including 50,000 yuan for farmers who built duck sheds, 6.5438+0.5 million yuan for poor households, and 650,000 yuan for bank loans guaranteed by Qiangying Duck Industry Company. The property right of duck shed belongs to capable people or extended families. Each duck shed drives three poor households, and * * * can drive 990 poor households to increase their income by 3,000 yuan each year. At present, 12 sets have been put into production, and 32 sets are under construction. Third, the British duck industry in Lixin County strongly promoted poverty alleviation projects. The project adopts the mode of * * * co-construction of government and enterprises, and builds a meat duck breeding poverty alleviation community in each of the 90 poverty-stricken villages in the county (each community builds two vertical cages, the first batch of construction 1). The average total investment of each greenhouse is 860,000 yuan, including 200,000 yuan for the county government to integrate poverty alleviation funds, 200,000 yuan for farmers selected by Qiangying Company, and 460,000 yuan for farmers guaranteed by Qiangying Company. Property rights belong to farmers. Each duck shed pays a dividend of 30 thousand yuan to the village collective every year, and then the village collective gives it to poor households. At present, 3 aircraft have been put into production, 40 have been built and 47 are under construction. The first batch can be completed by the end of August. The fourth is the Golden Rooster Poverty Alleviation Project in Lixin County. The project adopts the * * * construction mode of government and enterprise to build 2.4 million laying hens industrial chain projects, with a planned total investment of 363 million yuan, of which Beijing Deqingyuan Agricultural Science and Technology Co., Ltd. will invest 65,438+130,000 yuan as biological assets and fixed assets, and Lixin County Source Agricultural Development Co., Ltd. will invest 250 million yuan (through agricultural development investment1500,000 yuan) to lease to. After the loan principal and interest, land rent, taxes and other related expenses are repaid in installments, the remaining 6 million yuan will be used to drive 3,000 poor people to pay dividends of 2,000 yuan each year. It can provide 500 jobs for poor households with working ability, and the per capita annual income can reach 6.5438+0.5 million yuan. At present, the main projects of six standardized henhouses in the first district of the chicken farm have been completed, and equipment installation is under way. The first regional project of laying hens farm was officially started on July 25th. Fifth, bank loans support poverty alleviation projects. As of July 20th, the city has distributed 440,404,300 yuan to10/08 households and 253,307,500 yuan to 5,048 households.

(four) to strengthen the poverty alleviation model and policy publicity and training. According to the unified arrangement and deployment of the whole city, the Municipal Agriculture Committee actively participated in the poverty alleviation business training of "emphasizing accuracy, supplementing shortcomings and promoting tackling difficulties" in the city. The main person in charge of the Municipal Agriculture Committee took the first lesson and carefully selected four people familiar with the business to teach in the county. * * * Attended 40 training sessions and trained 89 townships 132 18 people. At the same time, our committee organized personnel to conduct in-depth research in various places, summed up a replicable example of the poverty alleviation model of characteristic breeding industry, and successively compiled the Collection of Poverty Alleviation Models of Characteristic Breeding Industry and the Collection of Key Poverty Alleviation Models of Bozhou City, which were distributed to counties, towns, poor villages and poor households, and widely publicized through various media to guide poor households to get rid of poverty and become rich through industrial development.

(five) to strengthen the supervision and inspection of poverty alleviation in the special breeding industry. According to the unified arrangement of the Municipal Party Committee, our committee dispatched eight staff members to form two inspection teams, and went into the village to conduct spot checks on the development of characteristic breeding industry. Up to now, 32 poverty-stricken villages and 240 poor households have been randomly selected, and seven spot-check reports on poverty alleviation of characteristic breeding industry have been submitted to the main leaders of the municipal party committee, the leaders in charge and the leaders in charge of the municipal government, and reported to the Municipal Bureau of Poverty Alleviation in the name of Bozhou Leading Group for Poverty Alleviation and Development, requiring all counties and districts to rectify within a time limit, speed up the implementation of key projects, speed up the establishment of a village-to-village industrial project library, and strive to expand the coverage of poverty alleviation of characteristic breeding industry.

Third, there are problems.

First, some poor households with working ability have strong dependence on the government and poverty alleviation policies, and their enthusiasm for developing characteristic breeding industry is not high. Second, some new agricultural business entities are not enthusiastic about undertaking industrial poverty alleviation projects, and their risk and income are unevenly distributed with poor households, and their driving ability is not strong.

Fourth, the next step of work arrangements

The first is to improve the working mechanism. Adhere to the precision throughout all aspects of poverty alleviation in the characteristic breeding industry, continue to carry out spot checks on poverty alleviation, find problems in depth, study and introduce policies and measures in a targeted manner, further improve the working mechanism, and solidly promote poverty alleviation in the characteristic breeding industry. The second is to increase policy support. Accelerate the implementation of policies and key projects, and introduce new policies and projects in a planned way, so that every poor household developing characteristic breeding industry can enjoy policy support and drive more poor households to develop characteristic breeding industry. The third is the driving mechanism of innovation subject. Innovate support policies, build an appropriate interest linkage mechanism, fully mobilize the enthusiasm of new agricultural business entities to drive poor households to develop industries, further expand the coverage of poverty alleviation in characteristic breeding industries, and promote poor villages and poor households to achieve sustained income increase and stable poverty alleviation through industrial development.
