Changde Vocational and Technical College (hereinafter referred to as the college) is a full-time general higher vocational and technical college run by the state. The college code is 13039 (national standard) and the enrollment code in Hunan Province is 4380.

Changde Vocational and Technical College has a century-old history of running schools. In April 2003, three state-owned general technical secondary schools, namely Changde Agricultural School, Changde Health School, and Changde Mechanical and Electrical Engineering School, were merged and upgraded to a higher vocational college. It is an "excellent" school in the talent training evaluation of the Ministry of Education and a model higher vocational college in Hunan Province. In August 2016, it was selected into the second batch of national modern apprenticeship pilot units.
