Article 2 These Measures shall apply to the public recruitment of professional and technical personnel, managers and workers by public institutions.
The public institutions mentioned in the preceding paragraph refer to the public institutions and institutions managed by departments directly under the people's governments at all levels in this province, excluding public institutions managed with reference to the Civil Servant Law. Article 3 Public institutions shall recruit personnel through open recruitment except in the following circumstances: (1) Personnel placed in accordance with relevant national and provincial policies; (2) Personnel placed in accordance with cadre policies Personnel management authority is determined by the superior appointment and removal authority to appoint personnel to leadership positions;
(3) Civil servants transferred to work in public institutions;

(6) Relevant laws, regulations and rules provide otherwise. Article 4: Public institutions recruit personnel openly, adhere to employment standards that have both ability and political integrity, and implement the principles of openness, equality, competition, and merit selection. Article 5: Public institutions recruit personnel openly, adhere to the combination of government macro-management and independent employment of public institutions, and implement unified standards, classified guidance, and hierarchical management. Article 6 The human resources administrative departments of the people's governments at all levels are responsible for guiding, supervising and managing the public recruitment work of public institutions within their respective administrative regions.
The relevant administrative departments of the people's governments at all levels and the competent departments of public institutions shall coordinate with each other in accordance with their respective responsibilities to carry out public recruitment work in public institutions. Chapter 2 Recruitment Plan Article 7 The public institution or its competent department shall formulate a recruitment plan and submit it to the human resources administrative department of the people's government at the same level for approval. Article 8 After the recruitment plan is approved by the human resources administrative department of the people's government at the same level, an announcement shall be made on its portal website. The public institution or its competent department may make an announcement on its portal website at the same time.
The release time of the announcement shall not be less than 10 working days from the start of registration.
The content of the announcement shall be consistent with the content of the approved recruitment plan. Article 9: The recruitment plan shall not be changed without authorization after it is announced. If the recruitment plan needs to be corrected, the public institution or its competent department shall propose the content and reasons for the correction, and submit it to the human resources administrative department of the people's government at the same level for approval before issuing a correction announcement. At the same time, the registration and examination time may be postponed. Chapter 3 Registration and Qualification Examination Article 10 Registration for open recruitment shall be organized and implemented by public institutions or their competent departments. Article 11: Open recruitment can accept applications through online registration or on-site registration, and the registration time shall not be less than 3 working days. Article 12 If open recruitment adopts the online registration method, applicants should fill in the "Guangdong Province Public Recruitment Personnel Registration Form" online and print the written examination admission ticket or interview notice.
The public institution or its competent department shall review the qualifications of the interview candidates before the interview. Article 13 If open recruitment adopts on-site registration, the public institution or its competent department shall review the qualifications of the applicants and verify relevant certificates and certificates when accepting the registration.
Applicants who meet the qualifications will be issued written examination admission tickets or interview notices. Article 14 Applicants must meet the following qualifications:
