The Decision of Hainan Provincial People's Government on Reservation, Adjustment and Cancellation of Administrative Licensing Matters, adopted at the 39th executive meeting of Hainan Provincial People's Government on June 29, 2004, is hereby promulgated and shall come into force as of the date of promulgation.

In order to ensure the full and correct implementation of the Administrative Licensing Law of People's Republic of China (PRC), according to the requirements of the Notice of the State Council on Implementing the Administrative Licensing Law of People's Republic of China (PRC) (Guo Fa [2003] No.23) and the Notice of the General Office of the State Council on Implementing the Administrative Licensing Law (Guo Ban Fa [2003] No.99), the provincial government confirmed 44 provincial administrative organs and authorized organizations after strict examination and demonstration. ?

From the date of promulgation of this decision, unpublished administrative organs and other organizations may not implement administrative licensing, and no organization may implement unpublished administrative licensing matters. ?

All localities and departments should conscientiously do a good job in the implementation of the cancellation and adjustment of administrative licensing matters, and earnestly strengthen the follow-up supervision and management. We should take the implementation of the Administrative Licensing Law of People's Republic of China (PRC) as an opportunity to further transform government functions, standardize government behavior, and strive to improve the government's ability and level of managing economic and social affairs under the conditions of socialist market economy. ?
