Chapter I General Provisions Article 1 In order to strengthen the unified management of motor vehicle maintenance industry in our city, ensure maintenance quality and traffic safety, and improve comprehensive social benefits, these measures are formulated in accordance with the Interim Measures for the Administration of Automobile Maintenance Industry issued by the State Economic Commission, the Ministry of Communications and the Administration for Industry and Commerce. Article 2 These Measures shall apply to the state-owned and collective enterprises engaged in the operation and maintenance of automobiles, motorcycles and non-agricultural tractors in our city, as well as the special maintenance service departments of automobile production enterprises in our city (hereinafter referred to as motor vehicle maintenance enterprises) and individual maintenance households. Article 3 The Municipal Transportation Bureau is the competent department of the motor vehicle maintenance industry in the whole city, and has a motor vehicle maintenance industry management office, which is responsible for daily work. County (suburb) Transportation Bureau is the management department of motor vehicle maintenance enterprises in the county (suburb) where it is located, and is under the business guidance of the Municipal Transportation Bureau. Article 4 The management of motor vehicle maintenance industry shall implement the policy of "planning, coordination, service and supervision", take the road of specialized production, actively promote the horizontal alliance of enterprises, and promote the coordinated development of various motor vehicle maintenance industries. Article 5 The municipal departments of industry and commerce, taxation, transportation, public security, urban construction, banking, etc. and the people's governments of counties (districts) shall cooperate closely and do a good job in the management of the motor vehicle maintenance industry according to their respective responsibilities. Chapter II Start-up and Closure of Motor Vehicle Maintenance Enterprises Article 6 All newly established motor vehicle maintenance enterprises and individual maintenance households in our city are required to apply, which shall be examined by the competent department (individual maintenance households hold the certificate of street offices or township people's governments), reported to the local transportation industry management department, technically appraised according to the operating conditions, signed opinions, issued motor vehicle maintenance licenses, and then applied to the administrative department for industry and commerce for registration before starting business. Seventh motor vehicle maintenance enterprises and individual maintenance households that have already started business shall be cleaned up and rectified by the transportation industry management department and the administrative department for industry and commerce in accordance with the provisions of these measures, and the motor vehicle maintenance license shall be issued to those who pass the examination; Those who are unqualified shall be rectified within a time limit, and if they are still unqualified after rectification, their business licenses shall be revoked by the administrative department for industry and commerce. Eighth motor vehicle maintenance enterprises and individual maintenance households to change the maintenance project, must be examined and approved by the local transportation industry management department, and apply to the administrative department for Industry and Commerce for registration of change. In addition to applying to the administrative department for industry and commerce for registration of change, the change of business premises must also be filed with the competent department of transportation industry. Ninth motor vehicle maintenance enterprises and individual maintenance households that apply for suspension of business shall report to the local transportation authorities one month ago and be responsible for clearing debts. After the transportation authorities recover the motor vehicle maintenance license, they shall apply to the administrative department for industry and commerce for cancellation, cancellation of business license and cancellation of bank account. Tenth motor vehicle maintenance enterprises and individual maintenance households, the relevant tax matters in accordance with the relevant provisions of the state tax collection. Chapter III Conditions for the Opening of Motor Vehicle Maintenance Enterprises and Individual Maintenance Households Article 11 The technical conditions for the opening of motor vehicle maintenance enterprises and individual maintenance households are divided into the following three categories according to the business items:
First, overhaul (including three-level maintenance) and assembly repair;
Second, maintenance (including primary maintenance and secondary maintenance);
Three, special repair (refers to specialized in motor vehicle body repair and painting, electrical equipment, batteries, tarpaulin cushions, water tanks, tires and other repair and replacement of automobile doors and windows glass, automobile air conditioning, etc ... Article 12 A motor vehicle overhaul and assembly repair enterprise (including three-level maintenance) must meet the following conditions:
1. Special equipment for automobile overhaul or machining and corresponding quality inspection instruments;
Two, there are a certain number of specially trained technicians and quality inspectors;
Three, the factory area of not less than two hundred square meters, non factory area of not less than three hundred square meters;
Four, a strict management system and production process operation procedures;
Five, the liquidity of not less than fifty thousand yuan;
Six, equipped with raw materials and accessories to adapt to the production capacity. Thirteenth motor vehicle minor repairs (including first-class and second-class maintenance enterprises) must meet the following conditions:
First, there are a certain number of maintenance technicians and full-time and part-time quality inspectors;
Two, with a certain number of production equipment, machines and tools, testing instruments and tools;
Three, the factory area of not less than twenty square meters, non factory area of not less than fifty square meters;
Four, the liquidity of not less than five thousand yuan, and equipped with a certain number of accessories. Fourteenth special maintenance of motor vehicles shall meet the following conditions:
First, there are more than four professional and technical workers;
2. Necessary machines, equipment and tools;
Three, there are twenty square meters of factory buildings (painting workshop should have forty square meters of factory buildings);
Four, there are five hundred yuan to one thousand yuan of liquidity. Fifteenth motorcycle maintenance shall meet the following conditions:
1. It has special equipment for motorcycle maintenance, processing equipment and corresponding testing instruments;
Two, there must be more than four professional repairman;
Three, the factory area of not less than fifteen square meters;
Four, there are one thousand yuan to two thousand yuan of liquidity. Sixteenth motor vehicle maintenance enterprises, must improve the planning statistics and financial management system, establish safety operation rules, equipped with fire fighting equipment. For inflammable, explosive and easily contaminated articles, there are special warehouses that meet the requirements to ensure safety.
