1. Breeding application form, applicant’s identity certificate or unit certificate.

2. The unit shall also submit the following materials:

1. Documents proving the source of funds commensurate with the scale of breeding;

2. Description of breeding technical conditions;

3. Application conditions:

1. The state implements a breeding license system for aquaculture sea areas and inland waters. Units and individuals that use sea areas and inland waters to engage in breeding production activities must obtain a breeding license in accordance with the law.

⑴ Sea areas and inland waters owned by the whole people shall be determined in accordance with the provisions of the Fisheries Law and Land Management Law;

⑵ Collective ownership Or the sea areas and inland waters owned by the whole people and used by agricultural collective economic organizations, and the farming contract management rights of sea areas and inland waters are determined in accordance with the "Fisheries Law", "Land Management Law" and relevant land contract management regulations.

2. For already cultured sea areas and inland waters that comply with the breeding plan and hold a breeding certificate, the review process can be simplified and the certificate can be renewed. Those who have not received the breeding certificate should be reviewed and reissued as soon as possible.

Those who do not meet the breeding plan but already hold a breeding certificate will be adjusted within a time limit. For those who use sea areas and inland waters to engage in aquaculture production without a license, the fishery authorities of the local people's governments at or above the county level shall register and dismantle the aquaculture facilities within a time limit.

3. Units and individuals that use sea areas and inland waters to engage in aquaculture production activities should apply to the fishery administrative department of the local people's government at or above the county level.
