In order to further implement the strategy of strengthening the city with talents, fully promote the talent revitalization project, further implement a more flexible and attractive talent policy, increase the introduction of high-level talents of "Lion City Elite" in our city, expand the opening up of talents, and promote the gathering of high-end talents, innovative teams and highly skilled talents at home and abroad in Cangzhou, according to the Opinions of the Municipal Party Committee and the Municipal Government on Deepening the Reform of Talent System and Mechanism to Encourage Talents' Innovation and Entrepreneurship (Cang Fa [2016)
I scope of the introduction
(1) Class A (top international talents). Mainly includes:
1, Nobel Prize, A.M. Turing Award or FieldsMedal.
2. Winner of the highest national science and technology award.
3. Academician of China Academy of Sciences, Academician of China Academy of Engineering and Academician of China Academy of Social Sciences.
4. It is equivalent to the top talents at the above level.
(2) Class B (national leading talents). Mainly includes:
1. Winners of national entrepreneurial projects, outstanding talents of national "Ten Thousand Talents Program", distinguished professor of "Changjiang Scholar Award Program", outstanding national entrepreneurial technical talents, young and middle-aged experts with outstanding national contributions, and project completion of National Science Fund for Outstanding Young Scholars, etc.
2. National Natural Science Award, National Technological Invention Award, National Science and Technology Progress Award and above first prize (top three).
3. Entrepreneurs with world vision and strategic development ability.
4, equivalent to the above-mentioned level of leading talents.
(3) Class C (local senior talents). Mainly includes:

(4) Class D (high-level innovation and entrepreneurship team). Mainly includes:
Generally speaking, it is a collection of high-end talents with international top talents, national leading talents or local senior talents as the core, division of labor and teamwork as the foundation, first-class innovation as the support, clear main attack direction and R&D transformation goal, and sustainable innovation and entrepreneurship, and at the same time meet the following conditions:
1. The leading talents of the team should be above the national leading talents such as the National "Ten Thousand Talents Program", with at least 3 backbone members, generally local senior talents or above, and work full-time in Cang.
2. The products developed by the team have independent intellectual property rights and international leading and domestic first-class core technologies, and have entered the pilot or industrialization stage, which can achieve breakthrough development or lead industrial development in a short time.
3. The introduced entrepreneurial team must register an enterprise in Cang, with a registered capital of not less than 6,543,800 yuan and paid-in capital of not less than 50%.
For outstanding teams with projects, technologies and funds urgently needed for the development of major industries in our city, the application conditions may be appropriately relaxed.
Second, support policies.
1. For Class A talents who come to work in our city full-time, the municipal finance will give each person100000 yuan for scientific research and 2 million yuan for settling down. Class B talents are given 2 million yuan to 6.5438+million yuan in scientific research subsidies and 500,000 yuan to 6.5438+million yuan in settling-in expenses. Class C talents are given 500,000 to 5 million yuan in scientific research subsidies and 200,000 to 500,000 yuan in resettlement fees.

3, the introduction of high-level talents, regardless of nationality, can refer to the implementation of the local residents purchase policy, the purchase of commercial housing for their own use, by the employer to give appropriate housing subsidies; If a commercial house for personal use is not purchased, the employer shall provide a set of temporary revolving houses or provide corresponding rental subsidies.
4, the introduction of high-level talents and their spouses and children, can participate in the city's basic pension, basic medical care, work injury insurance and other social insurance, and enjoy the same rights as local residents. On the basis of handling various social insurances for imported talents, the employer may increase the purchase of commercial supplementary insurance.
5, the introduction of high-level talents with their spouses willing to work in our city, into the policy of resettlement, by the local human resources and social security departments responsible for giving priority to the corresponding placement; If it is temporarily impossible to arrange, the employer may appropriately issue living allowances for it.
6. If high-level talents are introduced to go through the formalities of kindergarten, compulsory education and transfer for the accompanying children, the education department will open up a "green channel" and take care of them nearby. 7. For high-level talents who provide intellectual services for our city, the municipal finance will give the employer a talent introduction subsidy of 65438+ 10,000 yuan to 500,000 yuan depending on the contribution.
8. These Measures shall apply to enterprises, institutions and social organizations registered (registered) within the administrative area of Cangzhou City. These measures are not applicable to the internal personnel flow of enterprises and institutions. High-level talents (teams) of "Lion City Elite" who are introduced to work in our city shall be subsidized by governments at all levels and employers according to the following proportions.
(1) introduced to the municipal units, the municipal financial subsidy is 70%, and the employer subsidy is 30%;
(2) the introduction to the county (city, district), the county directly under the provincial finance, local financial subsidies 70%, the employer subsidies 30%; Non-provincial finance directly governs counties and cities, with financial subsidies of 50%, while local finance and employers subsidize 20% and 30% respectively.
Third, introduce the procedure.
1, declaration. Declare twice a year, and the employer who introduces high-level talents (teams) shall apply to the Municipal Human Resources and Social Security Bureau before June 30th or February 30th every year, and provide the following relevant materials:

(2) The original and photocopy of the highest academic degree and degree certificate (the academic degree certificate of international students must be certified by the Service Center for Overseas Students of the Ministry of Education);
(3) Original and photocopy of ID card (or passport);
(four) the original and photocopy of the candidate certificate of talent project (plan) or relevant documents;
(five) the original title or professional qualification certificate and a copy;
(six) the original and photocopy of the work contract signed with the employer for more than 5 years;

The above materials shall be bound into volumes in sequence, and the originals shall be returned after investigation. The employer and the applicant are responsible for the authenticity of the materials.

4. Strengthen the cooperation and exchange of high-level talents in Beijing, Tianjin and Hebei, and flexibly gather domestic and foreign talent resources by means of secondment, part-time, joint research, project consultant and technical consultation.
5. Give play to the platform role of development parks to attract and gather talents, speed up the establishment of a number of ecological innovation and entrepreneurship parks with complete functions, perfect services and unique characteristics suitable for the development of high-level talents, promote the implementation of special policies in the pilot zone of talent management reform, and provide "one-stop" services for the introduction of high-level talents.

5. These Measures shall come into force as of the date of promulgation and shall be interpreted by the Office of the Leading Group for Talent Work of Cangzhou Municipal Committee.
