Measures of Zhengzhou Municipality on the Administration of Urban Rail Transit Operation

Chapter I General Provisions Article 1 In order to standardize the operation and management of urban rail transit, ensure the safe operation of urban rail transit, and safeguard the legitimate rights and interests of passengers and urban rail transit operating units, these Measures are formulated in accordance with the relevant provisions of the State, such as the Measures for the Administration of Urban Rail Transit Operation, and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the operation and management of urban rail transit within the administrative area of this Municipality. Article 3 The operation and management of urban rail transit shall follow the principles of scientific management, safe operation, standardized service, high efficiency and convenience. Article 4 The municipal transportation administrative department is the administrative department in charge of urban rail transit operation, and is responsible for organizing the implementation of these Measures. Development and reform, urban and rural planning, finance, public security, fire protection, health, price, production safety supervision, urban and rural construction, environmental protection, urban management, state-owned assets supervision and other relevant departments shall, according to their respective functions and duties, do a good job in the supervision and management of urban rail transit operation. The people's governments of counties (cities, districts) along the urban rail transit and the Administrative Committee of the Development Zone shall cooperate with each other to ensure the operation of urban rail transit and protect the facilities and equipment along the line. Article 5 Urban rail transit operating units (hereinafter referred to as operating units) shall bear the operational responsibilities of urban rail transit according to law, strengthen operational safety management, strictly regulate operational services, and ensure operational safety and service quality. Complaints about violations of operational norms and service norms by operating units and their staff shall be answered within 5 working days from the date of accepting the complaints. If there is any objection to the reply of the operating unit, it may appeal to the municipal traffic administrative department. The municipal traffic administrative department shall make a reply within 5 working days from the date of accepting the complaint. Chapter III Code of Conduct for Passengers Article 17 Passengers shall abide by the code of conduct for urban rail transit passengers and relevant regulations, accept and cooperate with the management of the staff of the operating units, and maintain the order of riding and environmental sanitation. Eighteenth passengers should use a valid ticket to ride. If an operating unit travels without a ticket, holds an invalid ticket or fraudulently uses other people's preferential travel documents, it can make up the fare according to the highest one-way fare, and can charge a fare less than 5 times the full fare. Nineteenth it is forbidden to bring the following items and animals into the station:

(1) inflammable, explosive, toxic, corrosive, radioactive and other dangerous goods;

(2) Illegally held guns, ammunition and control devices;

(3) Keeping pets such as livestock, poultry, cats and dogs or other animals that may hinder the operation safety of urban rail transit (except service dogs with identification marks);

(four) facilities that are easy to stain, have serious odor, and have no fragile or sharp objects;

(5) Inflatable balloons, iron saws, iron bars and bicycles (including electric bicycles, except folding bicycles);

(6) Articles whose weight, volume and length exceed the provisions;

(seven) other items that affect public safety, operational safety and public health. The operating unit shall clearly indicate the catalogue of prohibited items in a conspicuous position at the station.
