Is it illegal to recruit/kloc-a summer job under 0/8 years old?

1. It is illegal to recruit 16-year-old summer workers, but it is difficult to identify them in practice.

2. All the recruits are acquaintances, relatives and friends, and most of them are social exercises. What they pay is not reward, but hard work.
