Implement the action plan of "Light of Prospering Henan" for high-level talents. Sixth, the provincial cities employ academicians of the two academies or high-level leading talents as deputy mayors of science and technology, responsible for the research and demonstration of the city's scientific and technological work and strategic decisions on economic and social development.

Seventh, select and equip county (city, district) leaders (assistants) with doctoral degrees to be responsible for the research and demonstration of scientific and technological work and strategic decision-making of economic and social development in this county (city, district).
