Article 2 "Qixing Plan" adheres to the purpose of education serving the people, and organizes, encourages and guides urban school administrators and backbone teachers to form teams to teach in township (village) compulsory education schools through policy guidance and economic incentives, so as to improve school management, improve the quality of school education and enhance the quality of teachers.

Article 3 The Seven-Star Team consists of seven-star principals and seven-star teachers. The scope of discipline appointment includes all disciplines in the compulsory education stage. Under the same conditions, priority should be given to English, art, music and disciplines that are in short supply in post-secondary schools.

Article 4 The "Seven-Star Plan" implements the post appointment system. Adhere to the need to set up posts, open recruitment, expert review, merit-based appointment, team organization, contract management and comprehensive evaluation.

Article 5 From 20 1 1 to 20 15, about 150 seven-star teams are organized throughout the province every year, and about 150 township (village) schools are selected to set up seven-star posts. Each project school will set up seven-star principal post and seven-star teacher post. 500 people are selected every year, including 50 principals/kloc-0 and 350 teachers. Article 6 The "Seven-Star Plan" will set up posts in township (village) compulsory education schools, focusing on supporting rural schools in remote areas, poverty-stricken areas, ethnic minority areas and old revolutionary areas.

Article 7 "Seven-Star Plan" post schools shall be applied by the education administrative departments of counties (cities, districts), and the provincial expert review committee shall review them according to the development plan of compulsory education in relevant counties (cities, districts) and the development goals and local supporting measures for applying for post schools, which shall be confirmed by the provincial education department.

Eighth county education administrative departments to apply for the establishment of township (village) schools, shall meet the following conditions:

(a) the postal school has been included in the long-term construction plan and is a long-term reserved school;

(two) the number of students in the post school is more than 200;

(three) the post school has the basic living conditions for accepting the personnel appointed by the "Seven-Star Plan";

(4) The county-level education administrative department should make clear work objectives and tasks for the Seven-Star Team;

(five) the education administrative department at the county level shall guarantee the corresponding welfare benefits.

Article 9 The work objectives and tasks of the Seven Star Team mainly include the following contents:

School management

1, introduce advanced school-running ideas, and grasp the correct school-running direction of later-established schools;

2. Improve the management system, specify the responsibilities of principals, teachers and teaching assistants, standardize the daily management of schools, and improve the scientific management level;

3. Formulate medium and long-term development goals, define the school-running action plan, and highlight the school-running characteristics;

4. Develop campus culture construction and gradually form characteristic campus culture;

5. Promote backbone leading, typical demonstration and teamwork, and improve and cultivate the backbone of the school.

Education and teaching

1. Renew educational concepts, implement curriculum plans, implement curriculum reforms, and improve the quality of education and teaching;

2. Standardize the routine management of teaching, establish and improve the systems of students' ideological and moral education, teaching preparation and teaching process monitoring, teaching effect and students' academic evaluation, student status and teaching and scientific research file management;

3. Strengthen teaching research, promote teaching exchange, and improve teaching level and classroom teaching quality.

4. Organize various forms of teaching exchange activities to promote mutual assistance and interaction with brother schools and learning exchanges between teachers and students.

(3) Construction of teaching staff

1. Formulate and implement the work plan for the construction of teachers, carry out teaching and research activities, establish a school-based training mechanism, build learning schools and learning teachers, and strive to improve teachers' teaching and research level;

2. Organize activities to build teachers' morality and style, and improve teachers' professional ethics;

3. Make a training plan for backbone teachers, and improve the overall quality of the whole school teachers by implementing the training project for backbone teachers;

4. Improve the performance evaluation mechanism, innovate and implement the school incentive mechanism, and mobilize the enthusiasm of all faculty members.

Article 10 Responsibilities of Seven Star Team and its members

(1) According to the work objectives and tasks put forward by the county-level education administrative department, under the unified leadership of President Qixing, Qixing Team will unite team spirit, perform its post responsibilities, and give full play to its leading and exemplary role in school management, education and teaching, and the construction of teachers.

(2) Principal Qixing shall perform the principal's duties in accordance with the articles of association of the school, be responsible for organizing educational and teaching management activities, and undertake classroom teaching tasks.

(3) Seven-star teachers are mainly engaged in classroom teaching; At the same time, according to the needs and arrangements, undertake the mental health consultation work of class teachers, young pioneers counselors and students; Cultivate young and middle-aged teachers through demonstration classes, teaching comments, mentoring and lesson preparation; Actively support and participate in activities such as education and teaching reform experiments.

Eleventh "Seven-Star Plan" will be implemented for three years in schools that have been approved to set up posts; After the expiration of the school plan, it is generally not allowed to apply for an extension or re-apply for the post of "Seven-Star Plan". Article 12 Recruitment requirements for Qixing principals and Qixing teachers

The backbone teachers, teaching directors and school cadres of towns (counties) in the province can apply. In principle, it is required to have a counterpart unit in the school section and meet the following basic conditions:

(a) good professional ethics, high level of education and teaching business;

(two) primary school teachers have senior primary education and above titles, middle school teachers have secondary education level and above titles, and their age is generally around 45 years old;

(three) to teach in a township (village) school voluntarily and obey the organizational arrangements;

(four) physical and mental health, team spirit and sense of cooperation;

(five) to the township (village) school as the principal, but also as the director of education, deputy school cadres for more than two years.

Article 13 Seven-star principals and seven-star teachers shall serve for three years. Those who voluntarily apply for re-employment after the expiration of the employment period will be given priority under the same conditions. Fourteenth Provincial Department of Education accepts an application for post setting of "Seven-Star Plan" once a year. The education administrative department at the county level shall submit an application for post setting to the Provincial Department of Education before April 10 every year, and submit the Application Form for Post Setting of Qixing Plan in Rural Schools in Hubei Province, the objectives, tasks and comprehensive materials for post setting; The Provincial Department of Education organized the Expert Review Committee of Qixing Plan to examine and approve the application for the post setting of Qixing Plan in counties (cities, districts), and announced the list of schools approved to set up posts to the public.

Fifteenth education administrative departments at the county level shall, according to the specific requirements of the post setting of Qixing Plan, make centralized mobilization arrangements within the county, and openly recruit Qixing principals and Qixing teachers for the whole province.

The education administrative department at the county level shall form an expert review committee to conduct review in accordance with the prescribed conditions. County-level expert review committees are generally composed of 5-7 principals, backbone teachers and administrative personnel, among which there are no less than13 experts outside counties (cities, districts).

Article 16 The education administrative department at the county level shall, according to the peer review opinions and in combination with the actual positions of principals and teachers, select the best candidates, and publicize them in the relevant local media (including the Internet) for one week, and preliminarily agree on specific objectives, tasks and supporting measures with the recommended candidates in accordance with relevant requirements.

Seventeenth education administrative departments at the county level shall submit the relevant materials, specific objectives, tasks and supporting measures to the Provincial Department of Education before May 20 each year. The Provincial Department of Education organized the "Qixing Plan" review committee to review the recommended candidates submitted by counties (cities, districts).

Eighteenth provincial education department will publicize the candidates who have passed the evaluation, and the publicity period is generally two weeks. If there is no objection after the end of the publicity period, it will be confirmed by the Provincial Department of Education; The education administrative department at the county level shall sign an employment contract with the determined candidate and report it to the Provincial Department of Education for the record.

Nineteenth counties (cities, districts) in the declaration of fraud and other acts, the Provincial Department of Education will suspend their participation in the "Qixing Plan" for 0 to 2 years depending on the seriousness. Twentieth Qixing principals and Qixing teachers are employed for three years, and enjoy the following preferential policies during the employment period:

(1) Seven-star principals and Seven-star teachers who pass the annual examination organized by the county-level education administrative department enjoy a reward of 20,000 yuan per person per year, and each person enjoys a reward of 1.5 million yuan per person per year; The funds required for the award shall be allocated by the Provincial Department of Education.

(two) still enjoy the existing wages and benefits according to the standard, and be promoted according to the relevant provisions; The personnel relationship and identity in the original unit remain unchanged; Teachers' service years, teaching experience and service years are calculated continuously.

(3) When participating in the evaluation of outstanding teachers, outstanding educators, backbone teachers, famous teachers and principals, special-grade teachers and enjoying government subsidies and other rewards and job promotion, priority will be given under the same conditions. Can be employed at a low level or give priority to the evaluation of professional titles.

(four) counties (cities, districts) can give transportation subsidies.

Article 21 Cross-county (city, district) employment, the original county (city, district) should refer to the relevant provisions of the "Action Plan for Urban Teachers to Support Rural Education" and regard it as a unified organization of counterpart teaching staff to ensure that their welfare benefits in the original unit remain unchanged during their employment in Qixinggang.

Article 22 If the service of the principal and teacher of Qixing expires or their employment contracts are suspended for some reason and they return to their original units, the education administrative departments of counties (cities, districts) and schools shall give preferential treatment to ensure that their work arrangements are not lower than their original posts (posts); Those who successfully complete the task should be included in the key use and training objects, and given certain policy inclination. Twenty-third county education administrative departments and the seven-star team and its members shall, through the signing of employment contracts, clarify the relationship between the responsibilities, rights and interests of both parties.

Article 24 After five months (one semester), the Qixing team and its members shall submit a performance report to the education administrative department of the county (city, district) where the post-setting school is located, including the next work plan and suggestions; The person in charge of Seven Stars should report his duties and the performance of his team. Seven-star teachers focus on reporting personal performance.

Twenty-fifth seven-star team and its members to implement the target management of employment. The education administrative department at the county level shall assess the employed seven-star team every year according to the determined job responsibilities, and the assessment results shall be submitted to the Provincial Department of Education for the record.

The Provincial Department of Education regularly or irregularly inspects the implementation of "Qixing Plan" in counties (cities, districts), and organizes relevant experts to conduct mid-term sampling evaluation or expiration evaluation on the performance of duties by Qixing team and its members.

Twenty-sixth in any of the following circumstances during the employment period, the education administrative department at the county level shall put forward opinions. After the approval of the provincial "Morningstar Program" expert review committee, the title of Morningstar principal or Morningstar teacher shall be revoked by the Education Department, and the education administrative department of the county (city, district) shall terminate the employment contract, stop paying and recover the corresponding bonus that has been paid annually:

(a) can not work according to the requirements of the contract;

(5) Violating the criminal law;
