Article 1 In order to standardize the operation and service of cruise taxis, safeguard the legitimate rights and interests of passengers, drivers and cruise taxi operators, and promote the healthy development of the taxi industry, these Provisions are formulated in accordance with relevant national laws and administrative regulations.

Article 2 Those who engage in cruise taxi business services shall abide by these provisions.

Article 3 Taxi is an integral part of urban comprehensive transportation system, a supplement to urban public transportation, and provides personalized transportation services for the public. Give priority to the development of urban public transport and moderately develop taxis. The development of cruise taxis should adapt to the economic and social development of the city and develop in harmony with public transportation and other passenger services.

Article 4 Cruise taxis shall operate according to law, be honest and trustworthy, have fair competition and provide excellent service.

Article 5 The State encourages the large-scale, intensive and corporatized operation of cruise taxis.

Article 6 The Ministry of Transport is responsible for guiding the management of cruise taxis throughout the country. The transportation departments of the people's governments of all provinces and autonomous regions shall, under the leadership of the people's governments at the corresponding levels, be responsible for guiding the management of cruise taxis within their respective administrative areas. Under the leadership of the people's government at the same level, the transportation departments of municipalities directly under the central government and counties, or other taxi administrative departments designated by the people's government (hereinafter referred to as taxi administrative departments) are responsible for the specific implementation of cruise taxi management.

Seventh taxi administrative departments of local people's governments at or above the county level shall, according to the economic and social development and people's travel needs, formulate a development plan for cruise taxis according to their functional orientation, and report it to the people's government at the same level for approval before implementation.
