In order to further accelerate the transformation of shanty towns (dilapidated houses) in the central city, improve the living environment of residents and enhance the city's taste, the following implementation plan is formulated in combination with the actual situation:

I. Overview of the Project

The renovation scope of Suxi community shanty town (dilapidated house) project is about 302 mu, with a total area of 660,000 square meters, east to sports center, south to Shiluogu Park, west to xi 'an South Road and north to Gaodeng West Road.

Second, the work objectives

The project is organized and implemented in three stages. The first phase of the project is about 29 mu south of the sports bureau and 24.6 mu south of the customs dormitory, totaling about 53.6 mu. * * * About 80 houses are involved, and it is planned to start construction in June 65438+ 10 and complete it in June 65438+ 10; The second phase of the project is planned to start in February 65438 and be completed in February 65438. Fourth, safeguard measures.

Financial security policy

The project is expected to cost 5 billion yuan, and it will be carried out by rolling development. The source of funds is mainly composed of the following parts:

1. The initial start-up fund was raised by Suxi Neighborhood Committee, and a project company was set up to participate in the renovation project of shanty towns (dilapidated houses) to raise 250 million yuan.

2. Increase investment attraction, and attract powerful honest and trustworthy real estate enterprises and social forces to participate in shantytown (dilapidated house) renovation projects.

3. The municipal and district finance and taxation departments shall strive for preferential policies such as policy funds, taxes and fees according to the Notice on Doing a Good Job in the Renovation of Urban shantytowns (Caizong [2015] No.57).

4. The state, province and city have expressly provided for tax reduction and exemption for shantytown renovation projects, and the relevant departments are responsible for it.

Land support policy

For the land within the red line of shantytown (dilapidated house) renovation project, the land department shall organize the transfer of gross land according to law, and the project land shall be given priority in the land supply plan. Resettlement fees, compensation fees, development and consolidation fees are included in the land cost of publicly sold land. According to documents such as Caizong [2015] No.57, Civil Affairs Document [20 10] 106, the land leasing income of the renovation project of the shantytown (dilapidated house) in Suxi community will be returned to the xinluo district Municipal Government, which will be used for the expenses such as demolition compensation, resettlement housing construction, low-rent housing construction and supporting infrastructure construction.

(3) Land and housing expropriation policy

For the expropriation of land and houses in shanty towns (dilapidated houses) renovation projects, the principle of combining monetary resettlement with physical resettlement shall be adhered to with reference to the expropriation policy for the renovation of the central city, and voluntary selection, multiple resettlement and monetary resettlement shall be carried out in accordance with the requirements of the overall urban planning. Encourage monetary resettlement, fully consider and properly solve the housing problem of low-income families with housing difficulties.

Infrastructure construction policy

Water supply, drainage, power supply and other facilities of municipal roads and supporting municipal roads such as Yanhe Road, Yanhe Green Land, Xibei Road (Xi 'an Road-Jiuyi South Road) within the red line of shantytown (dilapidated house) renovation project shall be the responsibility of the Municipal Housing and Construction Bureau, and shall be included in the municipal engineering projects of that year, giving priority to organization and implementation.
