According to the Implementation Plan of "Dynamic Star Management and Classification Differential Award Compensation for High-tech Enterprises in Jinzhong City (Trial)", differentiated awards will be given in three categories, with 654.38+10,000 yuan for each three-star high-tech enterprise, 80,000 yuan for each two-star high-tech enterprise and 50,000 yuan for each one-star high-tech enterprise, and individual enterprises will enjoy the reward and compensation policy according to the principle of "no repetition".

Star rating standards for high-tech enterprises:

According to the overall situation of high-tech enterprises in the city last year, this paper evaluates them from four dimensions: intellectual property rights, transformation ability of scientific and technological achievements, R&D organization and management level and enterprise growth. It is divided into three grades, namely, three-star high-tech enterprises, two-star high-tech enterprises and one-star high-tech enterprises.

(1) Three-star high-tech enterprises are: particularly strong innovation ability, particularly high level of scientific and technological research and development, particularly large investment in science and technology, particularly strong market competitiveness, particularly strong enterprise growth, particularly great contribution to industry and economy, and enjoy a high reputation in the province and even at home.

(2) Two-star high-tech enterprises are: strong innovation ability, high level of scientific research and development, large investment in science and technology, products with certain market competitiveness, strong enterprise growth and great contribution to industry and economy.

(3) One-star high-tech enterprises are: in the declaration of high-tech enterprises, they have reached the basic conditions of high-tech enterprises through evaluation.

In addition, according to the Administrative Measures for the Identification of High-tech Enterprises, the identification of high-tech enterprises must meet the following conditions:

(1) Enterprises must be registered for more than one year when applying for accreditation. In other words, newly registered enterprises cannot apply within one year.

(2) The enterprise obtains the ownership of the intellectual property rights that play the role of core technology support for its main products (services) through independent research and development, transfer, donation and merger. Enterprises without their own intellectual property rights cannot apply.

(three) the technology that plays a core supporting role in the main products (services) of the enterprise belongs to the scope stipulated in the "high-tech field supported by the state". This requires that the enterprises applying must belong to eight high-tech fields supported by the state: electronic information, biology and new medicine, aerospace, new materials, high-tech services, new energy and energy conservation, resources and environment, advanced manufacturing and automation.

(4) The proportion of scientific and technical personnel engaged in R&D and related technological innovation activities in the total number of employees of the enterprise in that year shall not be less than 10%.

(5) The ratio of total R&D expenses to total sales revenue in the last three fiscal years (if the actual operating period is less than three years, the same below) meets the following requirements:

1. The proportion of enterprises whose sales revenue in the latest year is less than 50 million yuan (inclusive) is not less than 5%;

2. The proportion of enterprises with sales income of 50 million yuan to 200 million yuan (inclusive) in the latest year is not less than 4%;

3. The proportion of enterprises with sales income of more than 200 million yuan in the previous year shall not be less than 3%.

Among them, the total R&D expenses incurred by enterprises in China are not less than 60% of the total R&D expenses.

(six) the income from high-tech products (services) in the past year accounted for no less than 60% of the total income of the enterprise in the same period.

(seven) the evaluation of enterprise innovation ability should meet the corresponding requirements.

(eight) no major safety, major quality accidents or serious environmental violations occurred within one year before the enterprise applied for recognition.
