Private kindergartens have the same status as public kindergartens in examination and approval, evaluation and guidance, teacher training, professional title evaluation, recognition and reward. Encourage all sectors of society to donate to the park. Reward private kindergartens that operate legally, implement inclusive services and meet audit standards. Strengthen management and strictly implement the kindergarten examination and approval system.

According to the Notice of Jinan Municipal People's Government on Standardizing the Supporting Construction of Educational Facilities in Newly-built Residential Areas (2065438+00) No.59), the land for planning kindergartens in newly-built residential areas is allocated by the municipal government to the municipal and district (including high-tech zones) education authorities free of charge, and the property rights of kindergartens in residential areas belong to the education authorities. According to the "Implementation Plan of Special Remediation Action for the Legacy of Supporting Construction of Educational Facilities in Urban Residential Areas in Jinan City" (No.2011), the existing educational facilities in residential areas will be specially rectified. If they are not built or used for other purposes, they will be used as public educational resources, and kindergartens built in residential areas will be arranged by the government as a whole, and developers will be encouraged to hand over the completed kindergartens to the education authorities free of charge, mainly through holding public kindergartens or. The main body of running the park must perform the duties of running the park according to law, strictly limit the high fees, undertake the task of running the park funds and updating and maintaining educational facilities, and ensure the safety of education and teaching.

(4) Accelerate the standardization of kindergartens. County (city) district government should scientifically plan the layout of kindergartens, formulate the annual plan for the standardization construction of kindergartens in the region according to the actual situation, and promote it in an orderly manner and implement it step by step. Kindergartens should be built in strict accordance with the prescribed standards. Kindergartens that fail to meet the relevant standards at higher levels should be transformed, especially those that do not meet the disaster prevention standards and design specifications such as seismic fortification, and should be transformed within a time limit. In accordance with the principle of "safety, economy and practicality", kindergartens shall not be built with super-standard luxury kindergartens with public funds. According to the characteristics of children's physical and mental development and the requirements of education, kindergarten education facilities should be fully equipped. Ensure the quality of kindergarten construction according to the requirements of safety engineering of primary and secondary school buildings; Establish a long-term mechanism for the renovation and maintenance of gardens, facilities and equipment, prohibit the use of dangerous houses and unsafe facilities and equipment, and completely eliminate potential safety hazards.

(5) Strengthen the construction of teaching staff. Strengthen the training of preschool teachers, establish and improve the system of continuing education and regular training for principals and teachers, strengthen the training of famous principals, famous teachers and special-grade teachers, give play to their backbone and leading role, and comprehensively improve the overall quality and teaching support ability of preschool teachers. 2. Do a solid job in campus safety. Strictly implement the "Interim Measures for the Safety Management of Kindergartens in Primary and Secondary Schools in Shandong Province", attach great importance to the safety guarantee of kindergartens, put ensuring the safety of children's lives and promoting their healthy growth at the top of their daily work, build a seamless and full-coverage kindergarten safety protection system, establish and improve the safety management system, implement safety responsibilities, and prevent off-campus violence and safety accidents in the park.

3. Strengthen the management of preschool education fees. According to the principle of reasonable sharing of educational costs by families in the non-compulsory education stage, according to the national and provincial policies and regulations, and taking into account factors such as financial input, the cost of running a garden and the affordability of the masses, the charging standards of public kindergartens will be adjusted in a timely manner; Strengthen the management of private kindergarten fees, improve the system of price increase filing and fee publicity, and effectively regulate the charging behavior.

4. Strengthen education quality management. In accordance with the relevant provisions of the state and province, strengthen the management and supervision of kindergarten education quality, establish a kindergarten quality evaluation system, and comprehensively improve the quality of kindergarten education. Civil affairs, quality supervision, safety supervision, food and drug supervision and other departments should strengthen the guidance and management of kindergartens according to the division of functions. All relevant departments at all levels should open a green channel for the examination and approval of kindergarten construction, simplify the examination and approval procedures according to laws and regulations, reduce related expenses, shorten the acceptance time and improve the efficiency of examination and approval; Relevant construction approval procedures and charging standards are implemented with reference to safety engineering standards for primary and secondary schools.
