In accordance with the "On Comprehensive Establishment and Further Improvement of the City" issued by the Liaoyuan Municipal Party Committee Office and the Liaoyuan Municipal People's Government Office In accordance with the spirit of the "Notice on the Implementation Opinions on the Recruitment System for New Personnel in Public Institutions" (Liaobanfa [2010] No. 40), based on work needs and decided by the Municipal Human Resources and Social Security Bureau, in 2012 Dongfeng County's county-level public institutions will face the provincial Universities inside and outside the country openly recruit fresh graduates. The relevant matters are now announced as follows:

1. Recruitment plan

19 public institutions directly under the county government in Dongfeng County are openly recruiting 50 staff members. For specific recruitment units, recruitment positions and professional requirements, please refer to the "2012 Dongfeng County Public Recruitment of Staff Professionals and Qualifications List for County-level Public Institutions".

2. Recruitment Scope

Among the fresh graduates of colleges and universities in 2012, they are student cadres, student party members, and outstanding graduates serving at the school level, department, and class.

3. Registration qualifications

(1) Have the nationality of the People’s Republic of China and support the Constitution of the People’s Republic of China;

( 2) Have good political quality, abide by laws and regulations, have good conduct and decent style;

(3) Meet the professional and other conditions required for the position;

(4) Volunteer to work in Dongfeng County Work, have the spirit of hard work and serving the people;

(5) Have a bachelor's degree or above, and obtain a corresponding degree (excluding graduates from independent secondary colleges), under the same conditions, academic degree Priority will be given to those with higher qualifications;

(6) Good health.

4. Registration method

(1) Registration method: On-site registration at a designated location.

(2) Registration time: May 11-15, 2012.

(3) Registration location: Jilin Provincial Talent Market (No. 2650, Jianshe Street, Changchun City), Human Resources and Social Security Bureau of Dongfeng County, Jilin Province.

(4) Registration requirements: When registering, candidates must bring their ID cards, certificates of full-time graduates in 2012 issued by their institutions, student cadres and party members, certificates of outstanding graduates, and self-recommendation letters. One original and one copy of the certificate of honor, two recent 2-inch color photos with the same background and no hat, and fill in the "Dongfeng County 2012 Open Recruitment for County-Directed Public Institution Staff Registration Form". Registration fee: 130 yuan/person.

Candidates can only choose one position to register for and compete among those recruiting for the same position. The ratio of the number of people in each recruitment position to those who have signed up to take the exam shall not be less than 1:3. If the ratio is not reached, the recruitment position will be cancelled.

Candidates are responsible for the information and materials they submit. Anyone who commits fraud will be disqualified from the examination or recruitment once verified.

Candidates who pass the preliminary qualification review will be issued admission tickets by the organizing recruitment department (the time and place for issuing admission tickets will be notified separately).

5. Examination Method

The examination will be conducted in the form of written examination and interview. The total score is 100 points, with the written test accounting for 50% and the interview accounting for 50%.

(1) Written test (100 points). The written test is conducted in a closed-book format and covers basic public knowledge. Please refer to the admission ticket for written test time and location.

(2) Interview (100 points). The interview is conducted in a structured manner, and the content is comprehensive ability, among which: painting majors should add painting.

Candidates for interviews will be determined in order from high scores to low scores in a ratio of 1:3 according to the recruitment plan and written test scores.

The interview time and specific methods will be notified later.

Fresh candidates with a postgraduate degree can be exempted from the written test. The written test will count full marks and enter the interview directly.

Before the interview, the recruitment department of the organization will review the files of candidates participating in the interview and conduct a qualification review. Those who do not meet the registration qualifications after review will be disqualified from the interview, and candidates who apply for the same position will be filled in order from the highest score to the lowest score.

(3) Calculation method of test scores. The total score of the candidate is calculated based on the written test score and interview score, with a full score of 100 points. The written test score and the interview score each account for 50 points, that is, the written test score and the interview score after conversion are both 50 points.

6. Physical examination and assessment

Candidates for the physical examination will be determined based on the candidate’s total score from high to low in a ratio of 1:1 to the planned number of recruitment positions. The physical examination shall be based on the "Civil Service Recruitment" The relevant provisions of the General Standards for Physical Examination (Trial) and the Physical Examination Manual for Civil Servants Recruitment (Trial) will be implemented. Candidates who pass the physical examination will be uniformly assessed by the recruitment department. For those who fail the physical examination and assessment, their qualifications for employment will be cancelled, and candidates who apply for the same position will be filled in order from the highest score to the lowest score.

7. Publicity and Employment

Those who pass the physical examination and assessment will be publicized for 7 days. Those who have no objections to the expiration of the publicity period will go through the relevant procedures in a unified manner. If serious problems are reported and substantive evidence is found, and those who do not meet the employment conditions will be disqualified.

For those who have not obtained the graduation certificate or degree certificate before August 31, 2012, their employment qualifications will be cancelled.

The probation period for newly hired personnel is one year. Welfare benefits during the probation period shall be implemented in accordance with relevant national regulations. After the probation period expires, if the employee fails the employer's assessment, the employer will propose to cancel the employment and submit it to the competent department of Dongfeng County and the Liaoyuan City Human Resources and Social Security Bureau for approval and filing.

8. Policy treatment

(1) Fresh graduates who were openly recruited in 2012 will enter the public institutions of Dongfeng County and be fully funded public institutions.

(2) When graduates who pass the probationary period assessment are graded, their positions and levels will be determined according to the qualifications of newly hired personnel.

(3) Graduates who are formally employed shall not be transferred out of Dongfeng County within 5 years.

(4) For formally employed graduates who meet the conditions (3), they will be admitted in accordance with the Notice of the Ministry of Finance and the Ministry of Education on Issuing the "Interim Measures for National Student Loan Reimbursement Subsidy for College Graduates" (Caijiao [2006] No. 133) stipulates that the interest and principal of the national student loan during the school period shall be repaid by the county finance department.

(5) Officially employed graduates will be included in the county’s “two high and one low” reserve cadre team. The Dongfeng County Party Committee Organization Department and the County Human Resources and Social Security Bureau will conduct follow-up management and focus on training. Priority will be given in matters such as promotion and use, selection by superior agencies, training, etc. Those who are particularly outstanding can be promoted and used according to relevant procedures.
