major duty
(a) the implementation of national and provincial policies, laws and regulations on human resources and social security and civil service management; Organize the drafting of local laws and regulations on human resources and social security and municipal government rules, formulate the development plan of human resources and social security and civil servant management in the whole city, and organize the implementation, supervision and inspection.
(two) to formulate the human resources market development plan and the human resources flow policy and organize their implementation. To undertake the comprehensive management of talent work of the municipal government; Guide the construction of the city's human resources market and standardize the employment market for talents, labor services and college graduates.
Formulate policies for training, introducing and encouraging high-skilled talents in conjunction with relevant departments. Improve postdoctoral management measures and be responsible for the selection, training and introduction of high-level professional and technical personnel.
(three) to formulate plans and policies for coordinating urban and rural employment development and promoting employment and organize their implementation; To formulate the city's entrepreneurship and employment policies and organize their implementation; Take the lead in formulating employment policies for college graduates; Improve the public employment service system.
Formulate an employment assistance system; Relevant policies to improve the vocational qualification system; Coordinate and select outstanding graduates from institutions of higher learning to work at the grassroots level; Establish a vocational training system for urban and rural workers.
(four) to formulate and organize the implementation of urban and rural social insurance and its supplementary insurance policies and standards; Formulate unified measures for the transfer and connection of social insurance relations in the whole city; Make overall plans to formulate basic old-age insurance policies for government agencies and institutions, enterprises and institutions, other social organizations and social members.
In conjunction with relevant departments, formulate measures for the management and supervision of the city's social insurance and its supplementary insurance funds. Prepare the draft budget and final accounts of the city's social insurance fund. Responsible for employment, unemployment, social insurance fund forecasting and early warning and information guidance.
Formulate response plans, implement prevention and control, and maintain the stability of the employment situation and the overall balance of social insurance funds.
(five) in conjunction with the relevant departments to formulate policies for the distribution of wages and income of personnel in government agencies and institutions and organize their implementation; Establish a normal wage increase and payment guarantee mechanism for personnel of organs, enterprises and institutions; To formulate welfare and retirement policies for personnel of government agencies, enterprises and institutions and organize their implementation.
(six) in conjunction with the relevant departments responsible for the reform of personnel system of public institutions; To formulate management policies for personnel of public institutions and government functionaries; To formulate policies for the management and continuing education of professional and technical personnel; Take the lead in deepening the reform of the title system.
(seven) to formulate policies and measures to introduce foreign intelligence and organize their implementation; Comprehensively manage all kinds of foreign experts who come to work in our city; Responsible for commending and rewarding foreign experts; Centralized management of the city's overseas (border) training; Responsible for organizing the introduction of foreign R&D teams.
(eight) in conjunction with the relevant departments to formulate resettlement policies and resettlement plans for demobilized military cadres and organize their implementation; Responsible for the education and training of demobilized military cadres; Organize and formulate policies for some enterprises to solve difficulties and stabilize demobilized military cadres; Responsible for the management and service of demobilized military cadres who choose their own jobs.
(nine) responsible for the comprehensive management of civil servants in administrative organs; Formulate policies on personnel deployment and special personnel placement; Formulate and implement the government incentive system in conjunction with relevant departments.
(ten) to implement the comprehensive policies and plans of the state on the work of migrant workers; Coordinate and solve key and difficult problems and safeguard the legitimate rights and interests of migrant workers.
(eleven) the full implementation of labor and personnel dispute mediation and arbitration system; Formulate labor relations policies and improve the coordination mechanism of labor relations; Supervise the implementation of the policy of eliminating illegal use of child labor and the special labor protection policy for female workers and underage workers; Organize and implement labor inspection, coordinate workers' rights protection work, and investigate and deal with major cases according to law; Improve the petition work system of human resources and social security system.
(twelve) in conjunction with the relevant departments to organize the implementation of government performance management.
(thirteen) to undertake other tasks assigned by the municipal government.
