Reason 1: According to Article 12 in Chapter III Registration and Qualification Examination of the Measures for Public Selection of Civil Servants (1 September)? Civil servants who sign up for open selection shall meet the following conditions. Item (6) clearly points out that those who sign up for public selection by central and provincial authorities should generally have a bachelor's degree or above, and those who sign up for public selection by municipal (prefectural) authorities should generally have a college degree or above.

Judging from the above regulations, it is not stipulated that only full-time candidates can apply for the selection examination. According to the principle of "nothing can be done without authorization", administrative organs only enjoy the power given by legal norms. Therefore, it is unfair to set the academic system as "full-time" in the selection of local civil servants.

Even if it is adjusted according to needs, it should mean relaxing the conditions, not narrowing the scope, otherwise I think it will violate the purpose of selection.

Reason 2: At present, there are still many people taking self-taught undergraduate courses and correspondence undergraduate courses every year, including on-the-job personnel. Self-taught and correspondence diplomas are recognized by the state and belong to adult education. Adult education belongs to the national education diploma series, and the academic qualifications are the same, which can be used as proof of everyone's academic qualifications. Therefore, I think that applying for self-taught exams and correspondence courses has the same function as those with full-time education in postgraduate entrance examination, public examination, textual research, employment, study abroad, integral admission, promotion and salary increase.

I checked the 2022 national examination, and the conditions for academic qualifications were not clearly written as "full-time". If you set up full-time in public examinations, you will feel naked academic discrimination. This unfair behavior is very unkind and will definitely lead to controversy.

Select purpose

As far as I know, many of our units recruit some experienced and capable grassroots civil servants through selection. The purpose of choice is to be able to. However, capable people are not necessarily capable people with full-time education.

When I was working at the grassroots level, I met many "capable people". For example, the village party secretary of a village, with a high school education or even a junior high school education, is actually a "graduate student" level. He can better connect with the higher authorities, implement the policy content, and better solve the hot and difficult problems of the masses. I have also met many grassroots cadres. They often go from village to village. They are hard-working, practical and vivid, and have their own working ideas. They are a good way to train young people. However, their academic qualifications are also full-time junior college or correspondence undergraduate courses, and they only work at the grassroots level for a long time and have their own experience.

If these talents can be selected to a more suitable stage through selection, it will be very beneficial to this society to display their talents. And the purpose of selection, isn't that it?
