According to the inquiry method, legal analysis shows that 100 people's activities do not need to be filed with the public security organs. Legal basis: Article 2 of the Regulations on Safety Management of Large-scale Mass Activities. The term "large-scale mass activities" as mentioned in these Regulations refers to the following activities organized by legal persons or other organizations for the public, with an estimated number of participants exceeding 1000 each time:

(1) Sports competitions;

(2) Concerts, concerts and other cultural performances;

(three) exhibitions, exhibitions and other activities;

(four) garden, lantern festival, temple fair, flower show, fireworks and other activities;

(five) job fairs, lottery sales and other activities. The provisions of this Ordinance shall not apply to the activities held by theaters, concert halls, parks and entertainment venues within their daily business scope. Fourth public institutions of the people's governments at or above the county level shall be responsible for the safety management of large-scale mass activities. Other relevant competent departments of the people's governments at or above the county level shall be responsible for the safety of large-scale mass activities in accordance with their respective duties.
