2022 Suqian Xichu Talent Plan Application Guide

1. Top talents: Top talents (teams) who come to Suqian to innovate and start businesses and are at the forefront of world science, technology and industrial development. See "Annex 1" for specific application conditions.

2. Double-creative talents: including entrepreneurship, enterprise innovation, educational innovation, health innovation, cultural innovation and high-skill innovation. See Annex 2 for specific application conditions of each category.

3. Double-creative team: it is mainly divided into three categories: enterprise team, education team and health team. See Annex 3 for specific application conditions of each category.

Policy support:

1. Financial support: 300,000-6,543.8+0,000 yuan will be given to the double-creative talents selected by the review, and 6,543.8+0,000-3,000,000 yuan will be given to the double-creative team selected by the review. On the basis of the first round of evaluation, through due diligence, roadshow evaluation and other procedures, the imported top talents and teams will be evaluated for the second round, and the "one thing, one discussion" funding will be implemented. The above subsidy funds shall be used for living allowance of not less than 30% for individuals or team members, and wages shall not be deducted. According to the progress of the project, it will be allocated in two years according to the ratio of 5:5, and the funds of 6,543,800 yuan and above will be allocated in three years according to the ratio of 4:3:3.

2. Project recommendation: Priority is given to applying for provincial talent projects such as national major talent projects, "double innovation plan", "333 project" and "technology entrepreneur", and priority is given to recommending investment and financing projects to financial institutions, guarantee companies and venture capital companies.

3. Supporting services: In accordance with the relevant policies of the state, provinces and cities on the introduction of high-level talents, provide support and services for the introduced high-level talents in terms of talent apartments, settlement, medical care, spouse placement, and children's enrollment.

Declaration and selection procedures:

1. Material declaration. The deadline for application is August, 2022 15, and it will not be accepted after the deadline.

2. Accept the audit. According to the principle that whoever accepts the audit is responsible for the audit, the talent departments in functional areas of counties (districts) and cities accept the application materials for entrepreneurial and enterprise innovation projects, the Municipal Education Bureau accepts the application materials for educational innovation and education team projects, the Municipal Health and Wellness Committee accepts the application materials for health innovation and health team projects, the Municipal Bureau of Culture, Broadcasting, Film and Television and Tourism accepts the application materials for cultural innovation projects, the Municipal Human Resources and Social Security Bureau accepts the application materials for high-skilled innovation projects, and the Municipal Science and Technology Bureau accepts the application materials for enterprise team projects. All the above categories, except those directly accepted by the local talent department, must be approved by the local talent department and then reported to the relevant municipal competent department. Each talent is limited to apply for a class of dual-creative talents, and if there is duplication, the qualification will be cancelled; You can also apply for dual-creative team members when applying for dual-creative talents. Talents who have been funded by Jiangsu Shuangchuang Plan (excluding the categories of "Vice President of Science and Technology" and "Doctor of Shuangchuang"), Entrepreneurship and Innovation Leading Talents Gathering Plan and Suqian Thousand Talents Gathering Plan, or units that have been funded by provincial and municipal introduction plans to apply for different talents in the same project, may not apply for "Shuangchuang Talents" and "Shuangchuang Team" of Xichu Talents Xiong Ying Plan.

3. Decided by the judges. For double talents and team projects, the Talent Office of the Municipal Party Committee and relevant departments will organize experts to select candidates to be funded through procedures such as basic condition evaluation and defense evaluation.

4. Social propaganda. The candidates to be funded will be publicized within a certain range after the research is approved. According to the publicity results, determine the funding candidates.

Application materials:

3. Relevant certification materials to be provided. Identity certificate (ID card, passport), diploma (degree), professional title, qualification certificate (certificate), proof of holding important positions in the original unit and copies of other relevant work experience and qualifications.

4 copies of patents and other intellectual property certificates and ownership certificates, as well as copies of other relevant certification materials reflecting talents' ability and performance. If the technological achievement is a patent, a copy of the annual fee invoice paid in the latest year after the patent is granted shall be provided.

5. Company business license and legal person certificate, copy of 202 1 company tax payment certificate, copy of 202 1 social security payment certificate and financial statements.

6. Entrepreneurial talents need to provide the capital verification certificate, equity certificate and articles of association of the accounting firm that has been established (led) or cooperated with the entrepreneurial enterprise. Imported talents who have worked in our city need to provide copies of labor contracts or import agreements signed with importing units, annual salary, equity, individual taxes, endowment insurance and other relevant certificates; The imported talents who have not left the original unit need to show the certificate that the original unit agreed to employ (stamped with the official seal of the original unit or the official seal of the personnel department, and attached with the contact person and telephone number).

7. The application materials shall be filled in Chinese in detail, and the foreign language certification materials shall be translated into Chinese.

8. Two-inch color bareheaded photo with blue background (electronic version). The above application materials should be printed or copied on A4 paper (the copied materials must be clear), and the application form should be bound with all other materials, with one application material.
