In order to solidly promote the city's innovation-driven strategy and do a good job in introducing high-level talents to the city's public institutions in 2023, this announcement is formulated.

1. Introduction plan

In 2023, the city plans to introduce 1,327 high-level talents, including 865 from the municipal level and 462 from banner counties and urban areas. 2. Target candidates

The target candidates for this talent introduction are one of the following persons:

1. Full-time doctoral candidates.

2. Full-time undergraduate or above graduates from key construction disciplines of first-class university construction universities or first-class discipline construction universities (see Appendix 2 for details).

3. Graduates of the six free normal universities directly under the Ministry of Education with bachelor’s degree or above in normal majors (with free training agreements).

4. Full-time undergraduate or above graduates in clinical medicine and medical technology within and outside the region (undergraduate graduates must have a practicing physician qualification certificate).

5. Graduates with a master's degree or above from overseas studies from the top 500 universities in the QS World University Rankings in 2023 (see Appendix 3 for details).

3. Introduction conditions

(1) Introduced personnel should meet the following conditions

1. Abide by the constitution and laws.

2. Have good conduct.

3. Have the physical condition to perform the job duties normally.

4. Have the working ability and other qualifications that meet the job requirements.

5. For master’s degree candidates and below, the age requirement is under 35 years old (born after June 30, 1985); for doctoral candidates, the age is relaxed to 45 years old (born after June 30, 1975); The date of birth shall be based on the ID card; if there are other provisions, the talent demand catalog shall prevail.

6. The deadline for obtaining academic degree certificates and teacher qualification certificates for 2023 fresh graduates is December 31, 2023, and the deadline for obtaining qualification certificates required for other positions is June 30, 2023. Those studying abroad must provide the "Foreign Academic Degree Certification" issued by the Study Abroad Service Center of the Ministry of Education.

7. The first academic qualification of candidates for this talent introduction must be a full-time undergraduate degree and meet the above-mentioned introduction target scope and position introduction conditions before they can apply.

(2) The following personnel are not allowed to participate in talent recruitment

1. Active military personnel.

IV. Introduction Procedure

This talent introduction procedure will be carried out one by one in accordance with online registration, qualification review, inspection, physical examination, public recruitment and other procedures.

(1) Online registration

(2) Qualification review

5. (3) Inspection

5. Determine qualified personnel for inspection. If the qualified personnel for the same position are equal to or less than the number of positions introduced in the plan, each introduction department shall determine the qualified personnel based on the actual inspection results.

6. The Banner County Urban Talent Work Leading Group and the municipal competent departments must form an inspection report on the inspection situation within one week after the inspection and submit it to the Human Resources Development Section of the Municipal Human Resources and Social Security Bureau.

(4) Physical examination

Physical examination personnel must undergo a physical examination in a designated hospital, which will be organized and implemented by the importing department. (5) Public announcement of employment

1. 2. If there is no objection at the expiration of the publicity period, the introducing unit must sign a public institution employment contract with the introduced personnel in accordance with the relevant regulations of the state and autonomous region.

The employment contract stipulates that the service period is 5 years. During the service period, the introduced personnel shall not participate in the recruitment of government agencies and institutions inside and outside the district, and shall not be transferred out of Ulanqab City without the consent of the Municipal Talent Work Leading Group. Personnel who resign during the service period shall bear liability for breach of contract in talent introduction.

3. If the introduced personnel fail to obtain graduation certificates, degree certificates and other documents required by the position within the specified time, their employment qualifications will be cancelled.

V. Other matters

(1) The qualification review of introduced personnel runs through the entire process of talent introduction. At any stage of talent introduction, it is found that the introduced personnel do not meet the introduction conditions or have committed fraud.
