There are three types of participating units, namely:

These three types of participating units have different reform trends.

1. Party committees and mass organizations: After the classification reform of public institutions and the new round of reform of party and government organizations are completed, the institutional norm within the system is that the administrative department is a civil servant and uses administrative establishment. Party committees organize mass organizations, just like administrative departments, and all organs use administrative establishment, which is different from before. Because of the limitation of staffing, some mass organizations use career staffing, not public institutions. They are all prepared by administration, and there are no restrictions on identity and mobility.

2. Administrative institutions: among administrative institutions, institutions that fully or mainly undertake administrative functions are transformed into institutions. However, after the institutional reform, institutions only undertake public service functions, and institutions that undertake administrative functions are stripped of administrative power and all of them are placed under the Administration Bureau. Such institutions no longer undertake administrative functions, so they no longer retain the attributes of participating institutions.

3. Administrative law enforcement agencies: With the comprehensive reform of administrative law enforcement, the agencies undertaking administrative law enforcement functions will reflect the comprehensive administrative law enforcement functions after integration. Because the administrative law enforcement functions are mainly undertaken by counties and districts, and the total administrative establishment of counties and districts is controlled and the administrative establishment is short, the reformed administrative law enforcement agencies still stay in the institutional sequence and have not become administrative organs. According to the reform practice in Liaoning province, administrative law enforcement institutions no longer participate in official business, and the original public servants temporarily retain their participation status.

Judging from the reform practice of the above three types of contractors, contractors can only use administrative establishment in the future, that is, only party committees and organizations can participate in the construction. In the future, administrative institutions and administrative law enforcement agencies will no longer undertake administrative functions and participate in public affairs except administrative law enforcement units. The original personnel who participated in public service temporarily retain their identity, whether they can participate in public service in the future, and how to restore the conversion between professional and technical personnel and those who participated in public service can be determined after the introduction of the corresponding plan.

People should be the subject of reform, not the object. Any reform should not ignore the important factors of people. No matter from the perspective of stability, career or emotion, we should protect the legitimate rights and interests of all parties in the reform.

In the reform, there are two parts of staff in institutions that originally assumed administrative functions to "move".

First, with the transfer of administrative functions to administrative institutions, some relevant personnel have become civil servants. How to quantify the business volume and how to strive for the administrative establishment, including the proportional replacement of the administrative establishment quota, is a major problem faced by the transportation department.

Second, law enforcement personnel are transferred to a newly established comprehensive administrative law enforcement agency with administrative law enforcement functions. The staffing nature of comprehensive administrative law enforcement agencies is the key, which is related to the nature of comprehensive administrative law enforcement agencies in various places. Guangdong traffic comprehensive administrative law enforcement agencies use administrative law enforcement special preparation, and others are basically prepared for institutions, including institutions, fully funded institutions and self-supporting institutions. These are just the status quo. The future target should be the civil servants of administrative law enforcement.

At present, the verification of the number of comprehensive administrative law enforcement agencies is also a problem that needs to be demonstrated by the competent authorities.

After the nature and quantity of the establishment are determined, the reform will also face the problem of how to allocate personnel. Generally speaking, this "move" is a good thing, and it should be "moved" by fair and just means.

It is difficult to push forward the reform under the premise of "two breakthroughs". When approving the establishment of urban management bureaus in various places, the State Council issued the Notice on Continuing to Do a Good Job in the Pilot Work of Relatively Centralized Administrative Punishment (Guo Ban Fa [2000] No.63), requiring that "the law enforcement personnel of administrative organs exercising centralized administrative punishment must be civil servants". There are actual conditions in various places, and other lines may need administrative preparation more.

In this reform, it is clear that we cannot simply push the staff to the society, and there is no problem in ensuring the bottom. The promotion of reform is also steady and pragmatic, and it has repeatedly demanded that conditions be changed first when conditions are ripe. Those who are not ready for the time being are not in a hurry, and the pilot projects are first and step by step.
