Does the brigade directly under the Nanchang City Urban Management Detachment count as grassroots work experience?

Generally not.

Working in urban management units at the county level and below is grassroots work experience. However, the Nanchang City Urban Management Detachment should not be below the county level. Grassroots work experience refers to experience working in party and government agencies at the county level and below, state-owned enterprises and institutions, village (community) organizations and other economic organizations and social organizations. The experience of unemployed college graduates who have left school to participate in internships at a college graduate internship base (the base is a grassroots unit) or participate in project research in enterprises and institutions can be regarded as grassroots work experience.
