3. Registration schedule

1.8 On June 65438+6, the County Education Bureau will announce the "Work Plan for Kindergarten Enrollment in Autumn Term in Kaiyang County in 2022" through new media platforms such as the official WeChat account of the County Education Bureau. On August 17, all public and private kindergartens issued enrollment work plans (brochures), which were widely publicized through new media platforms such as "Zijiang Education" and public columns of kindergarten affairs.

On August 21August-20, parents of school-age children who meet the principle conditions will pre-register online.

On August 2, 3, county education bureau and county public security bureau reviewed the pre-registration information of policy students and platforms. Anyone who practices fraud will be disqualified from participating in the lottery of public kindergartens and entering the park, and will be dealt with according to the relevant regulations on household registration management.

4. On August 22nd, the County Education Bureau will publicize and review the information list of eligible policy students, children of the garden owners and pre-registered children through the official WeChat account "Zijiang Education".

5. At 9: 00 am on August 24th, the kindergarten started the work of children entering the park. If the number of eligible children approved by the county education bureau is greater than the number of kindergarten enrollment plans, they will be admitted by lottery.

4. Admission principles and conditions

(a) adhere to the principle of household registration near the park.

1. County-level regional public kindergartens:

Settled in the county area of Kaiyang County (Zixing, Yunkai and Selenium Street Office) before August 16, 2022, and the children must have the same household registration book as their father or mother; If the head of household is a grandfather, grandmother, grandfather or grandmother, parents (guardians) and children must be in the same household registration book as the head of household.

2 township kindergartens (including village-level children's parks and affiliated kindergarten classes):

Have a local township (town, street office) household registration, and the children must have the same household registration as their father or mother. When the degree is vacant, other cross-regional or accompanying children can enter the park.

(2) Adhere to the principle of giving priority to policy students.

1. Adhere to the principle of policy care. Strictly implement the relevant preferential policies of the state, province and city, and take care of policy students such as China People's Liberation Army, active military (police) officers of the Chinese People's Armed Police Force, children of non-commissioned officers and revolutionary martyrs, children of soldiers who died in the line of duty, children of public security heroes and soldiers who died in the line of duty, children of national comprehensive firefighters (officially on the job), retired soldiers with special household registration in Kaiyang County, and children with household registration in Kaiyang County who introduced high-level talents.

2. When the new students of ex situ poverty alleviation policy are enrolled, they will go to Donghu Kindergarten for review with the confirmation information of policy relocation (citizen card).

3. Children whose household registration belongs to the jurisdiction of the county, whose guardians are incapable of taking care of them and hold severe disability certificates (grade 1-2) shall be uniformly issued by the county disabled persons' Federation and reported to the Education Bureau of Kaiyang County for the record before August 19.

4. Orphans whose household registration belongs to the county shall be issued a unified certificate by the county civil affairs bureau and reported to the Education Bureau of Kaiyang County for the record before August 19.

(3) Adhere to the principle of building first (Class 2, Xintiandi Experimental Kindergarten; Donghu Kindergarten).

1. Children must have the same household registration book as their father or mother; If the head of household is a grandfather, grandmother, grandfather or grandmother, parents (guardians) and children must be in the same household registration book as the head of household. The distribution part of the kindergarten does not divide the household registration, and it is pre-registered according to information such as property rights (children need to have the same household registration book as the property owner).

2. Valid property right certificate (provide property right certificate or purchase contract and commercial housing registration form when registering) or citizen card (ex situ poverty alleviation and relocation residents in Jiangjiazhai).

3. When the number of qualified students in the examination is greater than the enrollment plan of kindergarten students, draw lots to enter the park. After the lottery, those who have not registered their household registration in Kaiyang County can continue to participate in the admission of some non-supporting degrees in the park according to the enrollment process of household registration students. Children who are not registered in Kaiyang county will no longer participate in the non-construction part of the park.

4. The East Lake Kindergarten in Zixing Street, which is built by ex situ poverty alleviation and relocation, gives priority to ensuring that the children of ex situ poverty alleviation and relocation residents enter the park, ensuring that the children of resettlement residents live within their means, and the remaining degrees can recruit school-age children with household registration around the resettlement sites.

(4) Adhere to the principle of pre-registration.

1. School-age children who need to attend public kindergartens in the county and meet the above principles and conditions must adhere to the children's household registration information, and only one kindergarten can be selected for online pre-registration in the "Online Pre-registration Window Platform for Public Kindergartens in Kaiyang County in the Fall of 2022". Each child's information cannot be registered repeatedly. If there is a child who has repeated registration, the child will be disqualified from participating in the lottery and attending the county public kindergarten.

2 township (town) public kindergartens and all private kindergartens pre-register kindergartens in the form of offline pre-registration according to the actual situation of kindergartens.

(5) Adhere to the principle of planning.

Kindergarten enrolls students according to the actual supply of degrees. The number of pre-registered kindergartens is greater than the number of enrollment plans, and the enrollment in the park is taken by lottery.

5. Plan approval and implementation process

(1) Plan approval

In the autumn semester of 2022, citizens of Kaiyang County will run a kindergarten enrollment plan (see annex for details).

According to the national, provincial and municipal pre-school education laws and regulations and relevant policies and regulations, combined with the kindergarten degree approved enrollment plan, enrollment into the park adopts the following process.

Step 1: Pre-register online. Parents of young children can inquire about their own information according to the principles and conditions, choose a kindergarten within the qualified range, and make independent pre-registration through the online pre-registration window platform for public kindergartens in Kaiyang County in the fall semester of 2022 (after successful registration, the reserved mobile phone number will receive a successful registration message).

Step 2: County-level qualification review. After the pre-registration, the county education bureau, together with the county public security bureau and other departments, conducted a preliminary review of the pre-registration information of children in the policy students and platforms. Within the specified time, through the "Zijiang Education" and other new media platforms, the preliminary qualified list will be announced to the public.

Complete the qualification examination of the kindergarten before August 2, 20221. 1. Dekun Real Estate Co., Ltd. and Kaiyang Experimental Kindergarten jointly verified the qualifications of the children of Xintiandi Community owners. Second, Donghu Community and Donghu Kindergarten in Zixing Street jointly verify the qualifications of children who have been relocated for poverty alleviation.

Step 3: Organize admission. At 9: 00 am on August 24, all public kindergartens organized eligible school-age children to enter the park. When the number of people who pass the examination is greater than the school enrollment plan, they will enter the park by lottery. After the lottery, the winners will go through the admission procedures according to the procedures. Those who fail to win the lottery can choose a private park with a spare degree.

2. Township (town) public kindergartens: independently organize the examination and implementation of enrollment according to the actual situation of kindergarten degrees and enrollment plans. When the number of people who pass the examination is greater than the school enrollment plan, they will enter the park by lottery.

3. Private kindergartens: pre-registered, self-enrollment according to the level of kindergartens.

6. Job requirements

(A) to strengthen publicity, improve the awareness rate of enrollment policies. Through various media, bulletin boards and other forms, the enrollment plan, time, pre-registration, lottery and enrollment registration of kindergartens in 2022 will be announced to the public, so as to improve the awareness rate of the masses and ensure the smooth enrollment of kindergartens in Kaiyang County in the fall semester of 2022.

1. In the whole enrollment process, kindergartens take the initiative to accept the supervision of the regulatory authorities, parents and society.

4. Kindergartens should increase publicity and patiently and meticulously explain to parents of children who have not been awakened.

5. Kindergartens shall not charge any fees or projects linked to admission during the audit; Do not charge freshmen admission fees in advance.

6. Parents of children who disturb the enrollment order will cancel the qualification of their children to attend public kindergartens, and if the circumstances are serious, they will be handed over to the public security organs for handling.
