Kunshan Municipal Finance Bureau: Notice on Matters Related to Kunshan Accounting Continuing Education in 2015

According to the Ministry of Finance's "Regulations on Continuing Education for Accountants" and "Implementation Measures for the Management of Accounting Qualifications in Jiangsu Province" In order to further improve the continuing education work of accounting personnel in our city, the relevant matters regarding the continuing education of accounting personnel in 2015 are hereby notified as follows:

1. Training objects

Anyone in our city Persons who have obtained the accounting qualification certificate with unified format and unified numbering rules from the Ministry of Finance of the People's Republic of China and the People's Republic of China.

Personnel who have obtained accounting qualifications shall participate in continuing education starting from the year after obtaining the qualification (this regulation will be implemented from 2014), and the credits obtained by participating in continuing education each year shall not be less than 24 credits.

2. Training content and class hours

(1) The continuing education and training content for accounting personnel in 2015 is divided into examination-type (compulsory courses) content and examination-type (elective courses) content. The exam content selected by the students will be used as the content of the online computer-based exam after the study is completed. The test content selected by students is not included in the online computer-based test.

1. Examination-type learning and training content: interpretation of corporate accounting standards, hot issues in financial accounting, guidance on application of corporate internal control, centralized treasury payment system, budget management, etc. (see the platform teaching plan for details).

2. Examination-type learning and training content: covering financial management, financial statements, accounting basics, interpersonal communication, team communication, time management, quality improvement and other courses, which are provided by accountants according to their own needs and learning interests Choose your own learning.

(2) The total number of continuing education classes this year is 24 hours, and each class hour is converted into 1 credit. Among them: 20 class hours for training and 4 class hours for online computer-based examination. When students choose training courseware content, the total training hours must reach 20 hours, of which the exam content hours must be more than 14 hours (you can also choose exam courses for all 20 hours). Students complete assignments and exams as required, and those who pass the overall score will be deemed to have completed the work. After the annual continuing education is completed, the financial department will uniformly import it into the Jiangsu Provincial Accounting Management Information System (because the new version of the accounting certificate does not have a printed education record page, so only the old The accountant must print the QR code). Students who fail the exam will have one opportunity to retake the exam (including revising assignments) during the study exam period. Those who fail the exam twice will be deemed to have not completed the continuing education for that year, and the payment will not be refunded.

3. Training registration and study exam time

Training registration starts from April 8, 2015 and ends on November 20, 2015, and the study exam starts from April 8, 2015 It will start and end on November 30, 2015. Students can arrange their own studies and exams during this period.

4. Implementation methods and processes of continuing education for accounting personnel

The continuing education and training institution for accounting personnel in Kunshan in 2015 is: Dongcai Online.

In 2015, the continuing education of accountants in Kunshan will adopt the method of online education (learning and examinations will be conducted online). Accountants can activate the learning plan in two ways: First, register at the registration point announced by the financial department (see the specific registration location below, registration time: Monday to Friday 9:00-11:30, 13:00-16:00 ), and obtain an online learning card at the same time; the second is to activate the learning plan through online payment (there is no invoice for payment on UnionPay).

5. Training Fees

According to the 2015 continuing education and training fee standard for accounting personnel approved by the Suzhou Price Bureau, it is 80 yuan/person.

6. Considered continuing education for accounting personnel

Those who meet one of the following conditions will be deemed to have completed the continuing education and training for accounting personnel in 2015 or receive partial credits:

(1) Participate in the National Leading Accounting Talent Examination organized by the Ministry of Finance, as well as the High-end Accounting Talent Examination organized by provincial financial departments, central administrative units, and the Finance Bureau of the Xinjiang Production and Construction Corps. Those who are admitted will be converted into 24 credits;

(2) Participate in the accounting and auditing professional and technical qualification examinations, as well as the certified public accountant, certified asset appraiser, and certified tax agent examinations. Each passing examination will be converted into 24 credits;

(3) Participate in accounting education with a junior college degree or above recognized by the national education administration department, and pass the examination or assessment of a study subject in the current year, which is converted into 24 credits;

(4) Independently undertake continuing education Accounting research topics from management departments or accounting academic groups recognized by them. If the project is completed, each research topic will be converted into 24 credits; if completed in collaboration with others, the first author of each research topic will be converted into 24 credits, and other authors will be converted into 24 credits. Each person is converted into 12 credits;

(5) If an accounting paper is independently published in an economic and management newspaper with a unified domestic number, each paper is converted into 24 credits; if it is published in collaboration with others, The first author of each paper will be counted as 24 credits, and each of the other authors will be counted as 12 credits; (6) If accounting books are independently published publicly, each accounting book will be counted as 24 credits; and For accounting books co-published by others, the first author of each accounting book will be counted as 24 credits, and each of the other authors will be counted as 12 credits;

(7) Participate in financial departments at or above the provincial level, central competent units, Xinjiang Those who pass the accounting knowledge competition organized or recognized by the Finance Bureau of the Production and Construction Corps or are commended will be converted into 24 credits;

(8) Participate in the continuing education and training of Chinese Certified Public Accountants;

(9) Participate in other forms of training recognized by the continuing education management department.

The credits obtained by accounting personnel from participating in the above forms of continuing education are valid for the current year and may not be carried forward to the next year.

For accountants who can be regarded as completing the accounting continuing education for the current year, please go to the Accounting Section of the Kunshan Municipal Finance Bureau (No. 368, Qianjin Middle Road, Tel: 57314171) in December 2015 to apply for the accounting personnel continuing education review Confirmation matters. Accountants who have participated in the National Accounting Professional and Technical Qualification Examination and have qualified in one subject or above do not need to go through the deemed completion procedures. 7. Others

(1) Continuing education for accounting personnel is the responsibility of every accounting personnel. All accounting personnel within the scope of training should complete continuing education training within the specified time. Those who did not complete the training in previous years (2009-2014) should sign up to make up for the continuing education in that year. The learning and examination methods are the same as the continuing education training in 2015. According to Article 6 of the "Interim Measures for the Informatization Transfer of National Accounting Qualification Certificates": when the certificate holder fails to complete the continuing education in the previous year as required when handling the transfer of accounting qualifications, he must make up for it in the place of transfer before he can Handle accounting qualification transfer procedures. The financial department may adopt appropriate means to announce to the public those who do not participate in continuing education without justifiable reasons, and use the accounting personnel's participation in continuing education as one of the basis for selecting advanced accounting workers and issuing honorary certificates to accounting personnel.
